- Pup Style Dump TrailersYellowstone National Park3/15/2010 1) GENERAL INFORMATION: This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. This solicitation is issued as Request for Quote #N1574102565. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format stated in the Federal Acquisition Regulations (FAR) Subpart 12.6 and supplemented with additional information. The National Park Service contemplates award of a firm fixed price contract, as a result of this combined synopsis/solicitation, to the quoter providing the best value to the Government. NAICS code: 336212; Small business size standard: 500 Employees. The proposed contract is open for full and open competition. All responsible business concerns may submit a quotation which shall be considered by the National Park Service (NPS). The anticipated award date is approximately April 2, 2010. Address questions regarding this solicitation to Andy Fox at andy_fox@nps.gov or 307-344-2149. 2) STATEMENT OF WORK: Line Item One:Yellowstone National Park needs to purchase four (4) pup style dump trailers. The trailers must meet the following minimum specifications.1.20 Cubic Yard Box, 210" length, 48" Height, 95" inside width, constructed of a minimum 50K yield 10 gauge steel, tailgate, dog house and floor constructed of a minimum of AR400 steel2.To be constructed with a maximum box overhang in the rear of no more than 12" from the rear of the tire3.The box requires a semi automatic pull rope style tarp system (Forward and Aft )4.Rear body hinge to be heavy duty and lifetime greaseless bushings5.Single leaf suspension adequate for size and capacity of trailer6.22.5 X 455 Tires on aluminum rims7.3 Axles to be of sufficient capacity to support size and capacity of trailer with standard tracking and wheel spacing8.Frame construction to be standard frame construction to facilitate suspension type and size and capacity of trailer9.Tubular hinged telescoping draw bar, rubber cushioned with air lock assembly and jack10.All plumbing and electrical lines to be ran inside the draw bar tube11.Wheelbase not to exceed 122"12.Hoist 5" diameter 3 stage telescoping ram13.Hubs to be 10 stud hub piloted14.Trailer to be equipped with air brakes and anti lock system15.Electrical system must meet all Department of Transportation regulations16.All lighting must be DOT approved LED17.Trailer must have minimum 1 year warranty bumper to bumper18.Price must include FOB Yellowstone Price must include delivery to Mammoth Hot Springs, Wyoming. Period of Performance: The trailers shall be delivered FOB to Mammoth Hot Springs, WY no later than June 1, 2010. Ordering and supplying: The contractor shall coordinate the exact date and time for delivery with the NPS. 3)CLAUSES AND PROVISIONS: This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. Provisions and clauses noted below may be accessed at https://www.acquisition.gov/far. Provision 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Paragraph "a" of the provision is hereby replaced with the following: "Award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for non-price evaluation factors. PRICE: The NPS shall analyze prices to verify they are fair and reasonable per the requirements of Federal Acquisition Regulations, Subpart 13.106-3. The non-price evaluation factors and their associated acceptability standards are: Past performance. Past performance is a measure of the degree to which a contractor has satisfied its customers in the past. Standard of Acceptability: The quoter must receive at least a satisfactory past performance rating by the NPS. The NPS will evaluate past performance based on, the Government's knowledge of quoter's past performance, and / or references obtained from any other source. Provision 52.212-3, Offeror Representations and Certifications-Commercial Items: all Offerors shall complete and submit the provision to the Contracting Officer if they do not have an active listing in ORCA (Online Representations and Certifications). Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
