- The Social Security Administration (SSA) seeks to identify potential sources that are capable of fulfilling the below tasks beginning October 1, 2010. Such sources would begin a transition period on August 1, 2010, the anticipated contract award date. BACKGROUND: On May 29, 2003 SSA awarded a 5-year contract to Mathematica Policy Research, Inc. (Mathematica) for preparing data files from SSA administrative data and conducting the adequacy of incentives evaluation, process evaluation, participation analysis, and impact/outcomes analyses for the evaluation of the Ticket to Work Program. On September 20, 2007, SSA added the Work Incentive Planning and Assistance (WIPA) data collection task to the evaluation contract. Under that modification, Mathematica subcontracted with Social Solutions to develop the WebData system using Social Solutions' proprietary Efforts to Outcomes (ETO) software. In August of 2009 Congress extended the WIPA projects through September, 2010. In January 2010, SSA asked Congress to extend the program for an additional 5 years. Currently, SSA is collecting data for the WIPA program through a subcontract with SSA's evaluation contractor Mathematica. SSA intends to modify contract number 0600-03-60130, Evaluation of the Ticket to Work Program - Part A, Evaluation Implementation with Mathematica to extend WIPA data collection through September 2011. Under this modification, Mathematica will continue to maintain a secure, Rehabilitation Act-Section 508 compliant, interactive website to collect information from WIPA cooperative agreement partners. In addition, the contractor will maintain the database and instructions necessary to capture, store and summarize WIPA-related data elements, assist SSA in developing data table reports from the collected data, provide training materials, and technical assistance on the use of the data collection website. The database shall be maintained such that each WIPA project can successfully enter into and retrieve information from the database employing the principles of "least privilege" and "need to know" to properly restrict access to sensitive data. They will also continue to resolve database problems and problems associated with initial access/registration and two-factor authentication by the individual WIPA projects. Mathematica will also be required to assist project staff with disabilities in successfully using the data system. SSA will no longer use the database for the formal evaluation purposes and so does not intend to extend the data collection through the current evaluation contract beyond September 30, 2011. SSA intends to award a new contract to manage the WIPA data collection from October 1, 2011 through September 30, 2015. Given the unknown nature of the funding for the WIPA program, SSA had not expected to collect data beyond September 30, 2010. Given the complexity of the WIPA data collection system, SSA does not believe these tasks could reasonably be expected to be performed by another offeror before October 1, 2011. REQUIREMENTS : Mathematica shall maintain the WIPA data collection website system, shall resolve database-related problems which may arise over the course of the award period, and make any necessary revisions to the system recommended by SSA. The contractor shall provide ongoing training to the WIPA projects and shall supplement this training with web-based, e-mail, and phone-based technical support to WIPA projects as necessary, including ongoing administration of access/passwords and access via two-factor authentication. Mathematica shall provide technical assistance to SSA on the WIPA Data and assist SSA in using the WIPA Data for managing the WIPA programs. The contractor shall provide extracts of the WIPA data, shall assist SSA in accessing and using the WIPA data, and shall perform 'ad hoc runs' of the database - delivering certain data specified by SSA. This could entail, for example, identifying beneficiaries reported as having returned to work. Mathematica shall prepare monthly status and data summary reports. Each report shall include the status of the administrative and operational aspects of the project, alerting SSA to any problems encountered and describing the resolution, or proposed resolution of each problem. This Task will also include identification of any significant problems which individual WIPA projects have experienced in using the database. In addition, Mathematica shall continue to deliver to SSA quarterly reports, on a calendar year basis, that shall include a data summary and national cumulative data totals for each data element collected from the WIPA projects. Mathematica shall maintain the confidentiality, integrity, and availability of the data system. All computer systems processing, storing and transmitting sensitive data, such as personally identifiable information, must meet or exceed Federal standards of computer access protection. The contractor shall continue implementation of their systems security plan (SSP) that identifies the appropriate steps that ensure that the necessary security protections are commensurate with the risk and magnitude of the harm resulting from unauthorized access, use, disclosure, disruption, modification or destruction. This shall continue to include periodic testing during the contract term for all management, operational, and technical security controls within the information system(s): developing, updating, and documenting the plan, including the necessary procedures to ensure continuity of operations of the information system(s). ACTION ITEM : SSA is interested to know if other sources are capable of fulfilling these tasks beginning October 1, 2010. Such sources would begin a transition period on August 1, 2010, the anticipated contract award date. In this case the source would have a two month transition period to submit their systems security plan and become competent in all aspects of managing the WIPA data system. Sources are not required to subcontract with Social Solutions nor use ETO software, but if they use another system the source would need to develop and implement such a system by October 1, 2010, and implementation of that system would need to be seamless from the WIPA user perspective. Interested sources that believe they have the capability to perform the services required, should submit a capability statement to the Kevin P. Muñiz, Contracting Officer, via e-mail at kevin.muniz@ssa.gov in SSA's Office of Acquisition and Grants (OAG). Responses shall be marked Extension of the WIPA data system, CAPABILITY STATEMENT, and shall be received no later than 3:00PM EST on March 29, 2010. The North American Industry Classification System (NAICS) code for this requirement is <U>541990</U>. The size standard for this NAICS code is $7 million. Responses should be limited (not to exceed 3 pages) but clearly state the capabilities of the company to perform tasks above. The capability statement should also include Central Contractor Registration (CCR) information (website: http://www.ccr.gov ). The size limitation for e-mail attachments is 5 megabytes. MS Word 2002 is the standard word processing software. NOTE : If no responses are received by the cutoff date, the SSA intends to issue a modification directly to Mathematica under the contract referenced above.
