Description
Notice of Intent Ref# 2010-N-11984 The Centers for Disease Control and Prevention, the Division for Heart Disease and Stroke Prevention, intents to award a sole source, firm fixed price contract, in accordance with FAR Part 13 and FAR Part 6.302(1), to Imperial College London, South Kensington Campus, London, SW7 2AZ for a period of nine months. The INTERSALT project provides unique data in that it is drawn from a large, multi-national population. Results from this project can take advantage of the extensive data already collected and available from the project to investigate the potential use of casual (spot) urine specimens for the estimation of dietary sodium intakes in the population. These results and recommendations can then be applied to large national surveys already collecting spot urine samples, such as NHANES, and provide justification for analyzing urinary sodium content in those samples. Additionally, being able to use spot urine samples as a valid population based measurement will derive substantial cost savings as it is less expensive than 24-hour urine sampling. As a result, this validation project will help the Division to effectively track changes in dietary sodium intake over time in the U.S. population. Effective tracking of these changes are necessary to provide information and guidance to reach Healthy People 2020 goals for reduction in sodium intake, blood pressure improvement and the reduction in cardiovascular disease. The contractor will perform a detailed analytic reports from the INTERSALT Project to validate spot-urine collection in population-based surveys to estimate 24-hour sodium (Na), potassium (K), and creatinine excretion. They would provide CDC with recommendations concerning use of predictive equations and spot urinary specimens to estimate individual 24-h Na excretion and Na/K ratio, and average 24-h Na intake and Na/K ratio of the population. Assess size and direction of any bias in these estimates compared with actual (observed) 24-h values. And lastly, provide CDC with recommendations concerning the use of spot urine to estimate dietary sodium intake at the population level. Provide any applicable predictive equations established during the analysis. The Imperial College of London through its leadership in the INTERSALT and INTERMAP studies is the only entity that can help CDC better define and understand appropriate population level indicators of sodium intake. They have already collected data on over 15,000 persons that wil allow for ability to compare adequacy of a 24-hour urine sample, a spot urine sample and a 24-dietary recall. No other entity has nearly the volume (or statistical power) nor the three components (24 hour urine, spot and dietary recall) available for analysis. No Request for Proposals (RFP) will be issued based upon this Notice of Intent.
