Description
Integrated Survey Program Global Crisis Information System Requirements Document Integrated Survey Program Global Crisis Information System Request For Information Purpose The United States Special Operations Command (USSOCOM) is conducting market research to identify commercial products capable of meeting the requirements in the attached document. Responses to this RFI will be treated as information only. USSOCOM will NOT be responsible for any costs incurred by interested parties responding to this RFI. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of industry responses to this announcement or the Government's use of such information. The Integrated Survey Program (ISP) is interested in learning of capable, experienced vendors to provide all the technical, software engineering, consulting support, and training services necessary for the integration of a mostly Commercial Off-The-Shelf (COTS) geospatial capability into its Global Crisis Information System (GCIS) application software suite. The GCIS suite modules include: Information Gathering and Cataloging, Pre-Survey Preparation, Survey Data Collection, Post Survey Quality Control Process, and Production Publication Preparation. The application's software consists of a flexible user interface for data entry and retrieval and automated generation of necessary products and documents. Requested Information Interested vendors should submit information on the following areas: 1. Identify and describe mature products capable of meeting the requirements in the attached document. 2. Rough Order of Magnitude (ROM) for costs and hours for implementation and training, as well as on-going software maintenance and update subscriptions. The ROM should be based on past experiences deploying the product/solution, and it should assume the implementation of all requirements in the attached document. Please include available options or any additional costs that may be required. 3. Detailed support service agreements associated with the product(s)/solution (if applicable). 4. Cite any DOD or Federal agencies currently using the product/solution. 5. Other factors for consideration. 6. Reference attached document with program specifics. Government Furnished Property Assume in your ROM that the Government will provide the COTs applications required for the GIS System (software). In this scenario the Government would require the contractor to develop the infrastructure (hardware) and what the final application will reside on in determining your level of effort for your ROM build-up. Instructions & Format Request that those interested submit a narrative, not to exceed ten pages, detailing or addressing the requested information areas. Submissions should be in Microsoft Word or Adobe Acrobat file format via electronic mail to jerry.mcghee@socom.mil and must include: 1. Company name and address. 2. Technical point of contact name, phone number, and e-mail address. 3. CAGE code and DUNS number (if applicable). 4. GSA contract number (if applicable). The Government may use Government support contractors to assist with the responses to this RFI. All data received in response to this RFI, marked or designated as corporate or proprietary, will be fully protected from release outside the Government and its contracted support contractors. Each Government support contractor will have signed Non-Disclosure Agreements.
