Description
RECOVERY ACT Project # R646-07-100, "Recovery Alarm Integration" at the VA Pittsburgh Healthcare System (VAPHS), University Drive, Pittsburgh PA 15240. This procurement is set-aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB). Item 1, Base Bid: Work includes general construction, alterations, mechanical and electrical work, utility systems and systems work, necessary removal of existing structures, and certain other specified items. Contractor shall furnish all labor, materials, equipment, transportation, supervision, coordination, and services required to perform and complete the work required by the contract drawings and specifications for the VA Pittsburgh Healthcare System, University Drive Division, Building 1, Pittsburgh, PA 15240-1005. The work includes the following: 1.SECURITY MANAGEMENT SYSTEM (SMS) a. Provide a new Security Management System (SMS) and connect new emergency buttons. b. Inventory all existing type "B" alarm points, provide new device in place and connect to new SMS. c. Provide new standardized identification at all alarm points. Install end-of-line resistors on initiation devices to monitor availability. d. Inventory riser cable and pair assignment in telecommunication room and PBX room for old device connections. e. Install a new 18/4 copper cable from telecommunication room to new initiation device. All cabling must be installed in conduit. f. Mount SMS control panel(s) in PBX room. Cross connect new cable to assigned riser pair and extend device connection to PBX room and control panel. g. Provide middleware (Emergin) as required to integrate the SMS to other systems. SMS will receive an alarm and make the decision to route the appropriate information to Operator, overhead pager and in-house pocket pagers. h. Provide UPS at all operators' workstations. 2.FIRE ALARM SYSTEM a. The existing fire alarm system(s) located at Heinz, and University Drive are addressable type systems utilizing remote annunciation to the operator's area. b. The new Security Management System will receive alarms, and troubles from these panels and act as a secondary monitoring location. The SMS will display the condition, site and instructions on how the operator is to respond. The SMS is not to replace the existing UL 1069 listed PC. 3.PAGING SYSTEM a.Currently when the operator's receive an alarm they initiate and overhead page then send a message to the appropriate response team. b.The SMS will automate this process and send an overhead page and pocket page indicating the alarm type, device and location. 4. NURSE CALL SYSTEMS a.The operator's currently respond to "Code Blue" calls from CCU, SDU, MICU/SICU/RECOVERY, ED, and CATH. This notification is extended to the operators area as remote visual indication or remote console. There are currently two Nurse Call systems in use (Rauland/Borg & TeKtone). b.Middleware (Emergin) will be required to integrate the existing Nurse call systems. The SMS will receive these "CODE BLUE" calls and send appropriate information to Operator, overhead pager and in-house pocket pagers. This operation will not replace the call from reporting to the individual system console(s). 5. MEDICAL GASES & TEMPERATURE MONITORS a.Medical gas alarm currently report to the Operators office via a remote panel. The contractor will install new relay modules to receive these signals, cabling, end-of-line resistors and connect these as new end points to SMS control panel. The SMS will display the condition, device and instructions on how the operator is to respond. The construction cost range is between $500,000 and $1,000,000. The applicable NAICS is 236220 with the small business size standard of $33.5 million. Solicitation will be issued on or about (o/a) March 31, 2010 to interested parties through electronic data interchange at the following URL: http://www.fedbizopps.gov for downloading FREE OF CHARGE. Any amendments to this solicitation will be available at the website. Bidders are advised that they are responsible for obtaining amendments from the website. Questions must be submitted to the Contracting Officer by e-mail to Angelamarie.Scott@va.gov or by fax to 412-954-4059 no later than April 6, 2010 so they can be addressed at the Pre-bid Conference. A Pre-bid Conference is anticipated (o/a) April 8, 2010 at 10:00 am Eastern Standard Time (EST) at the VA Pittsburgh Healthcare System, University Drive Division, Building One, First floor in Conference Room B. Although not mandatory, all bidders are encouraged to attend the Pre-bid Conference. Further questions will be accepted by the Contracting Officer by e-mail or fax until close of business April 14, 2010, six (6) calendar days after Pre-bid Conference. Responses will be provided to all bidders on the Bidder's Mailing List. Questions received later than six (6) calendar days after the Pre-bid Conference may not be addressed in the interest of adhering to the scheduled bid opening date. Bid opening will be o/a April 30, 2010 at the VAPHS, 7180 Highland Drive, Pittsburgh, PA 15206, Bldg. 4, 3rd floor, room 373E Bid Opening and Conference Room at 2:00 pm EST. All responsible SDVOSB sources may submit a bid which shall be considered by the agency if received timely. Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov, shall be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov and be registered at http://www.vip.vetbiz.gov prior to award of a contract.
