- This is a Combined Synopsis/Solicitation for Commercial Services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, N2030100027. The estimated period of performance is March 26, 2010 throughOctober 31, 2012. The North American Industrial Classification (NAICS) code for this procurement is 541620, with a small business size standard of $7 million. This acquisition is set aside 100% for small businesses. Small business concerns are requested to provide a competitive proposal for the above-referenced project. We will select one firm to complete the work described in the enclosed Statement of Services (SOS), based solely on the capability and price submitted in response to this combined synopsis/solicitation. The Draft Statement of Services (SOS) is enclosed for your review and assistance in preparing your proposal. You should submit both a price and a technical proposal in response to this letter. Your technical proposal should address the following criteria and should not exceed 6 pages, excluding resumes. Please limit resumes to no more than 1 page per person. Past Performance and ExperiencePart A) - Demonstrate knowledge of NEPA compliance in the National Park Service (NPS) and NPS park planning as it relates visitor use. Part B) - Demonstrate knowledge of/experience in analyzing visitor use and experience trends and analyzing and responding to visitor use public comments. Part C) - Describe past performance and your work with projects of similar type, size, and complexity within the past four years. For each project provide a reference along with original contract price and the completed contract price. Quality ControlPart A) Demonstrate the ability to 1) work collaboratively with a federal agency, 2) provide sound professional judgment, and 3) anticipate potential planning problems and offer construction solutions. Part B) Demonstrate the ability to provide adequate quality control for project management and deliverables defined in the scope of services. Provide examples if necessary. The Government will choose the firm considered to be the best value to the Government based upon your response to the criteria above and your price proposal. Once proposals are evaluated, the Government reserves the right to invite offerors appearing to provide best value to participate in interviews / oral presentations. Past Performance and Experience factors are of greater importance than Quality Control factors. Under Past Performance and Experience, Part A and B are of equal importance and Part C is of lesser importance than either. Both parts under Quality Control are of equal importance to each other. Technical factors, when combined, are approximately equal to price.
