- U.S. GOVERNMENT SEEKS EXPRESSION OF INTEREST FOR OFFERS TO SECURE A SITE, DESIGN, CONSTURCT AND MAINTAIN A OFFICE BUILDING IN SAN DIEGO, CALIFORNIA GS-09B-02541 NEW CONSTRUCTION FOR THE U.S. GOVERNMENT The General Services Administration (GSA) is seeking Offerors to secure a site, design, construct and maintain an office building under a long-term lease arrangement in SAN DIEGO, CALIFORNIA. This will be a dedicated campus facility for a Federal Law Enforcement Agency. The campus will consist of three buildings and a secured parking garage. REQUIREMENT: The General Services Administration (the Government) seeks Expressions of Interest from the record owners of sites and or authorized agents for a development team to secure a site of approximately eight (8) acres to design construct and maintain an office building to be leased to the Government. The property should not have any easements or rights-of-way encumbering the property that break up the build-able area, and must be located outside of any designated 100-year or 500-year floodplain. The actual configuration of the site and the security requirements will determine the total number of acres required. LOCATION: To warrant consideration, the site must be located within the following delineated area: NORTH: Carmel Valley Drive and Highway 56 SOUTH: The Central Business Area, bounded by Highway 94 and G Street EAST: Interstate 15 on the East WEST: San Diego Bay and the Pacific Ocean Sites having the following characteristics will be more favorably evaluated: •§ Require no unusual mitigation measures to meet the project's security requirements •§ Location in a prime commercial office district or office park •§ Convenient access to food service establishments and retail services •§ Currently zoned for use compatible with Government's proposed use •§ No known zoning or other restricting ordinances (e.g. height limitations) that would unnecessarily restrict facility design •§ Easements do not encroach on secure portion of site •§ Convenient access to public transportation (bus, subway, train, etc.) •§ Convenient access to major traffic arteries •§ On site or easy access to public utilities such as power, water, sanitary sewer, telephone, cable TV, and fiber optics. •§ Capable of providing two independent remote means of egress •§ Site with more regularly shaped (rectangular, square, etc.) buildable area to meet specific project size are encouraged •§ Site is level with or higher than adjacent sites, facilities, or roadways •§ Outside any 100-year flood plain The successful Offeror will construct and then lease to the government a building consisting of a maximum of 248,882 rentable square feet equating to 216,419 ANSI/BOMA square feet of office and related space plus 480 on-site secured/enclosed inside parking spaces and 70 on site outside secured parking spaces, meeting U.S. Government specifications. This solicitation will be conducted under the guidelines of the Design Excellence Program and is a two-stage leasing procurement. This program stresses design creativity and quality. Term of the lease will be for Twenty ( 20 ) years firm. In Phase I, parties competing will be required to submit information regarding experience and past performance of the Development Team. Those who do not meet minimum Government requirements will not be invited to compete in Phase II. In Phase II the Government will invite those qualifying to compete to submit design and construction price proposals. This advertisement is NOT a basis for negotiations and the right is hereby reserved, as the interest of the Government may require it, to reject any or all offers and give consideration to sites other than those offered in response to this broadcast.
