Description
The U.S. Fish and Wildlife Service (USFWS), Region 5, is issuing a Request for Proposal (RFP) to construct an observation blind located at the Two-Mile Beach Unit (TMBU), which is part of the Cape May National Wildlife Refuge, Cape May County, Wildwood, New Jersey. Work at this site includes the construction of an observation platform with plastic composite lumber materials. The new blind shall use the existing boardwalk platform area as the floor for the new blind. The contractor shall furnish all required fasteners and hardware components for the entire project. There is a 30 day performance period for these projects. The estimated magnitude for the project is between $25,000 and $100,000. This procurement is unrestricted. The NAICS code is 238350. Interested firms shall present a minimum of five (5) similiar projects undertaken in the last four (4) years. The following information shall be provided for each of these projects: 1) Project name; 2) Original budget; 3) Change orders; 4) Summary of work; 5) Date of completion; and, 6) Client name, address, email address and phone number. Award will be made to the qualified contractor who represents the 'Best Value Continuum'. Evaluation of interested firms will be based on: 1) Past performance (40%); 2) Technical ability (40%) and #3) Cost (20%). The combination of past performance and technical ability will out weigh cost for this project. The solicitation package includes the technical specifications and proposal documents and will be posted to www.fbo.gov on or about March 29, 2010. Contractors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov and complete Online Representations and Certifications (ORCA) at www.bpn.gov to be eligible for award. Department of Labor - Davis-Bacon wage rates will apply to this project. Packages must be submitted with all requested information including the cost proposal by 4:00 p.m., April 29, 2010.
