DRAFT Performance Work Statement 12 March 2010 Sources Sought Notice For Fuels Management Services at Tinker AFB, Oklahoma NOTE: Please read the entire notice carefully General Information: Document Type : R = Sources Sought Notice (Industry Day and/or Capabilities Statement) Posting Date : 12 March 2010 Response Dates : 24 March 2010 for Industry Day Attendance held on 31 March 2010 and/or 16 April 10 for Capabilities Statement Submission Reference Number: FA8101-10-Q-0013 NAICS Code : 561210; Fueling aircraft on a contract or fee basis This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of the Air Force (DAF). Summary The purpose of this notice is to identify technically qualified small business concerns that are interested and capable of performing the work described herein. ONLY SMALL BUSINESSES SHOULD RESPOND TO THIS ANNOUNCEMENT. The DAF does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. As a result of this sources sought notice, the DAF may issue a Request for Proposal (RFP). Should such a requirement materialize, no basis for claims against the DAF shall arise as a result of a response to this sources sought notice or the DAF’s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Description REQUEST FOR INFORMATION, Sources Sought: In accordance with Federal Acquisition Regulation part 10.001, the Government is conducting market research to determine whether or not industry possesses sources capable of performing the requirement of Fuels Management Services (see attached Draft Performance Work Statement). The Department of the Air Force, on behalf of Tinker Air Force Base, is seeking capability statements from all eligible small business concerns classified under the North American Industry Classification System (NAICS) code 561210. The proposed acquisition will be solicited as a Total Small Business Set-Aside. All eligible small business concerns responding to this sources sought announcement shall demonstrate an understanding and capability for the following: The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform the fuels function as defined in this Performance Work Statement (PWS), Tenant Support Agreements, Tinker AFB Plans and Instructions, except those identified in Appendices C through C.4 and para 3.1.10 through 3.1.19 as government furnished property and services at Tinker Air Force Base. The Contractor shall perform to the standards in this contract. The estimated quantities of work are listed in Appendix G, Workload Estimates. The contractor shall be required to perform the following functions: Contract Manager, Fuels Information Service Center, Fuels Requisitioning, Fuels Laboratory, Fuels Product Distribution, Fuels Bulk Storage and Hydrant Facilities, Base Service Station, Cryogenics, Fuels Expediter, Fuels Accounting, Fuels Administration, Compliance and Environmental, Resource Control Center, Checkpoint/Preventative Maintenance of Vehicles and Facilities, and Material Control. *See attached DRAFT PWS for the purposes of determining whether your company is capable of performing the requirements therein. Instructions for Industry Day Attendance (deadline for attendance request submittal is 24 March 2010 4PM Central Standard Time): Interested, qualified small business organizations that would like to attend this industry day event scheduled for 31 March 2010, from 09:00 AM to 12:00 PM CST for the aforementioned anticipated requirement should submit: As a result of space limitations, attendance will be restricted to 3 representatives per small business teaming venture or prime/subcontract relationship, or 2 representatives per individual company that is not already a part of such teaming venture or prime/subcontract relationship. To reserve space at this industry day conference, please send an email request to phillip.crowder@tinker.af.mil by 04:00 PM CST 24 Mar 2010 ; instructions and directions will be coordinated upon receipt of attendance request. The request must be made via email and include the identity of your company (name) and indicate whether your company is part of a small business teaming venture or prime/subcontractor relationship, and the names of the person(s) planning on attending. This information must be provided in advance, as this will be conducted on a military installation and to ensure that adequate seating and space be made. Please note, attendance/participation at the Industry day conference is encouraged but is not a prerequisite for participation in any solicitation that may eventually result from the conference. The Department of the Air Force and the Government will not be responsible for any costs incurred for attending the Industry Day Conference. The purpose of the industry day conference is to provide preliminary information of anticipated Fuels Management Services requirement business/contract considerations, anticipated technical requirements, obtain industry input/feedback, and to provide an opportunity for interested firms to network with one another. Instructions for Capabilities Statement Submittal (mutually exclusive and independent of Industry Day Participation); deadline for this submittal request is 16 April 2010 at 4PM CST): Interested, qualified small business organizations should submit a tailored capability statement for this requirement, not to exceed 15 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-spaced, 12-point font that clearly details your capability to perform the aspects of the aforementioned notice. Capability statements must specify the small business size and type under the eligible small business concern’s name and address on the first page of the document. Responses will be reviewed only by Air Force personnel and will be held in a confidential manner. All capability statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to phillip.crowder@tinker.af.mil in MS-Word or Adobe Portable Document Format (PDF), by 16 April 2010, 4:00PM, CST. All responses must be received by the specified due date and time in order to be considered. No discussions will be conducted telephonically.
