Description
DRAFT SOW for Secure Messaging System Request for Information (RFI) Department of Commerce (DOC) Secure Messaging Program Background: FEDSIM’s client, the Department Commerce has a requirement to provide a turn-key messaging system to support DOC messaging. The anticipated requirement would be for both a non-classified and classified turn-key information technology solution product that will securely receive and route all classifications of cables up to the Top Secret level from both within the department and external U.S. Government agencies and bureaus around the world in their legacy format and deliver those messages to employees located in DOC Bureaus. The solution must be able to support a user base of a minimum of 4000 users. Maintenance for all hardware/software would be needed for a total period of 5 years Purpose The purpose of this Request for Information (RFI) is to allow GSA FEDSIM to gather industry input, determine interest, technical and managerial capability, and to survey small businesses on issues relevant to the requirements in the attached DRAFT SOW in support of the Department of Commerce, Secure Messaging System requirement. Information is being collected from all potential sources at this time; however, the government is soliciting information in order to determine if this requirement can be met by small businesses. All respondents are required to certify if they currently meet the small business requirements under the North American Industry Classification System (NAICS) code 541512 Computer Systems Design Services, $25M, as of the date of their submittal. If the proceeding RFQ is set aside small business, then bidding contractors must meet the small business NAICS 541512 certification requirement on the date of quote submission and small businesses will be required to perform 51% of the work Responses to the RFI will assist GSA FEDSIM in determining an appropriate acquisition strategy to meet the Commerce messaging system requirements. RFI Responses. All responses MUST be submitted, in writing, as a Word attachment. No phone calls will be accepted. Please DO NOT send responses in a PDF format/file. Capability statements, white paper or other brochure materials should not be provided. The Government request contractors to respond to the following: •Can your company handle this specific COTS technology and supply all requirements in the required delivery time? • A description of system capabilities (what does the system do and how does it do it). •What experience do you have at providing C&A requirements to the government in support of the turn-key system? •Do you have a GSA Schedule 70? If so, does your schedule include the hardware/software required for this turn key system •Do you have other Government Contracts that this solution can be procured from? Please list. •What is the extent of Section 508 compliance pertaining to your system? •Is custom software development (i.e. customized reports) a regular commercial practice for this type of work? Is this commercial software development fixed price or time and material. •Is your company capable of providing an approach for program management, process management, and project status reporting. In addition to the providing the responses to the above bullets, the Government requests that contractors responding to this RFI complete the following table: 1. Name of Contractor: 2. Schedule SINs Awarded (if applicable) Contractor Information Contractors are being invited and encouraged to review this RFI and the attached draft Statement of Work (SOW) and provide any comments, concerns, and/or questions regarding this requirement no later than 4:00 pm on March 19th, 2010. Please send your responses DIRECTLY to the Contracting Specialist with a Copy to the Contracting Officer at the email addresses specified below, rather than via e-Buy or FedBizOpps. This will ensure immediate receipt and greatly facilitate tracking of the received information. Not addressing all the requested information may result in the Government determining the responder is not capable of performing the scope of work required. All responses should be sent via email to the Contracting Specialist, Yvette Goodman at yvette.goodman@gsa.gov and a copy to Chiara McDowell, Contracting Officer, at chiara.mcdowell@gsa.gov no later than 4:00 pm on March 19th, 2010. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. The RFI responses will be treated as information only. Respondents are solely responsible for all expenses associated with responding to this RFI. All comments and questions to this RFI will be reviewed and considered for incorporation in the final RFQ. The Contracting Specialist will not individually/directly respond to each firm submitting comments/concerns/questions as a result of the RFI.
