- PROPOSED SOLE SOURCE SOLICITATION: NovAtel Inc. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(2) and FAR 6.302-1(a)(2)(i). Proposed source is NovAtel Inc. (CAGE: 38757, NAICS: 334511). This notice of intent is not a request for competitive quotations: however, all quotations/responses received within FIVE (5) days of issuance of this notice will be considered by the Government. Further determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotations should e-mailed to Jennifer Kleiv at jennifer.kleiv@wpafb.af.mil no later than 16 Mar 10. Only proposals received by this date will be considered. The 88th Contracting Squadron, Wright-Patterson Air Force Base, Ohio intends to award a firm-fixed-price contract for the following requirement: CLIN 0001: QTY 2 - OEMV-2-RT2 Receivers: * GPS 1 cm real time kinematic postions, RT-2 corrections and raw data, code positions and DGPs, SBAS, 20Hz. The following clause is incorporated by full text and is to remain in full force in any resultant purchase order: AFFARS 5352.201-9101 Ombudsman (August 2005). (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMBC A-76 <http://www.whitehouse.gov/omb/circulars/a076/a76_rev2003.pdf> competition performance decisions).
