Description
The USDA Forest Service, Lolo National Forest, intends to acquire by contract Sqaylth Kwum Creek Trail Construction. The work includes trail tread restoration, clearing and grubbing, tree removal, excavation and embankment, drainage structures (waterbar installation and dip construction), switchback and retaining wall (rock and gabion) construction, 2 shallow stream crossings, and miscellaneous hourly work items. This work requires trail reconstruction and construction to full specification and related work in compliance with its terms, specifications and provisions. The contractor shall furnish all labor, equipment, supervision, transportation, operating supplies and incidentals to perform all work necessary. All rules and regulations pertaining to travel restrictions and other activities on National Forest lands shall be adhered to during the performance of the work. Examples are weed free hay requirements, food storage in bear country, and travel and camping restrictions in effect in certain areas. (b) Project Location. The Project is located in the northwest corner of the Plains/Thompson Falls District. Directions from the Plains Ranger District: south access to the Project: Drive north on the Upper Lynch Rd. ½ mile; turn west on Krueger Ln. for ½ mile; turn north onto Hwy 200 for 24 miles to Thompson Falls; take first right for.1 mile; left onto Preston Ave..1 mile; right onto N. Ferry Street.2 mile; left on Fourth Ave..1 mile; right on N. Columbia St. for 2 miles; right at Weber Gulch Trailhead sign; continue 1 mile to the Trailhead. Proceed up the Thompson-Headley Trail # 450 to the Sqaylth-kwum #520 junction, approximately.1 mile north. north access to the Project: Drive north on the Upper Lynch Road ½ mile; turn west on Krueger Ln. for ½ mile; turn north onto Hwy 200 for 22 miles; turn north on Thompson River Rd. #603 for 8 miles; continue west to the Four Lakes Trailhead 8.5 miles; follow Trail # 460 for 3 miles; take Trail # 450 west 1 mile to Squaw Pass; take Trail #1512 to the trail junction with Trail #1510 where the Sqaylth-kwum Trail #520 new construction ends. (see maps). (c) Estimated Price Range: Under $135,000 - $175,000. The Forest Service intends to issue a solicitation for this project utilizing FAR Part 14 procedures for sealed bidding. This acquisition is 100 percent set-aside for Small Business concerns. A single firm-fixed price type contract will be awarded to the responsible Bidder (IAW FAR Part 9, Contractor Qualifications) whose bid is of the lowest total price that meets the technical requirements outlined in the solicitation. Payment Protection will be required for this project and Davis-Bacon wage rates will apply to any resulting contract. This solicitation will be available on or about March 25, 2010. The period of performance for this project will be 150 days from issuance of a Notice to Proceed which is anticipated to be issued on or about May 10, 2010. All responsible sources may submit a bid which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the bidder will render a bidder ineligible for award.
