Description
This procurement is being funded under the American Recovery and Reinvestment Act (ARRA), PL 111-5 (February 17, 2009). THIS IS A PRE-SOLICITATION NOTICE ONLY. THE SOLICITATION WILL BE AVAILABLE FOR DOWNLOAD ON OR AROUND MARCH 25, 2010. NO OTHER INFORMATION WILL BE AVAILABLE BEFORE THE SOLICITATION IS POSTED. The U.S. Department of Labor (DOL), Job Corps intends to procure design-build services to include renovation to approximately 15,000 SF on five buildings at the Bamberg Job Corps Center, located in Bamberg, South Carolina. The work involves renovations to: the interior of Building 1 for soft vocations and non-academic functions with enclosed ramp connection and necessary interior renovations to Building 4; the interior of Building 2 for bathroom renovations; the interior of Building 3 for Administration functions; and the interior of Building 20 to consolidate hard vocations and to expand Culinary Arts. The work includes, but is not limited to, general clean-up and performing general repairs to the building. Mold, mildew, and asbestos remediation may be required as part of this contract. Life safety components that include, but are not limited to, fire and egress door replacement, fire alarm system repair or upgrade, and all code required safety systems need to be verified for proper operation. Verification and repair/replacement of all emergency lighting and exit signage in the normal and loss of permanent power modes are also required to assure proper operation. Architectural repairs/replacements include, but are not limited to, damaged and inoperable doors and door frames, windows, interior finishes, ceilings, walls, floor tiles, interior and exterior painting and cleaning of exterior walls. Electrical replacements include, but are not limited to, wiring, conduits, light fixtures, lamps, HVAC units and fire alarms. Mechanical installation or repairs include, but are not limited to, cleaning of ductwork, providing additional or repairing existing HVAC equipment, fire dampers, grilles, diffusers, air filters and smoke detectors. The extent of work will be described within the scope of work. DOL will utilize a HUBZone Competition method of procurement. Upon issuance of the solicitation (RFP), all offerors must have their HUBZone certification. The period of performance will begin from receipt of the Notice to Proceed (NTP) and shall be completed within approximately 398 calendar days from receipt of NTP. Substantial completion shall be within 358 calendar days from NTP. The estimated cost range is between $1,000,000 and $5,000,000. The North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction while the Small Business Size Standard is $33.5 Million.
