- This is a request for information (RFI) for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government will utilize the information provided only to develop the acquisition strategy for future requirements. This RFI is being conducted pursuant to Federal Acquisition Regulation (FAR) 15.201(e). No contract will be awarded from this announcement, and no reimbursement will be made for any costs associated with providing information in response to this announcement. The Department of Homeland Security, Infrastructure Protection, Security Compliance Division (ISCD), is developing a requirement for Data Integration support services that include business information, risk assessment and mitigation, comprehensive analysis, similar to those services provided by Duns & Bradstreet, which include in-depth analysis of: Entity Matching - ISCD requires entity matching for up to 40,000 simultaneous entities per year as a business information solution. This data service provides for collection of global business interests via unique facility numbers and databases. The collected data is then cleansed, match, and appended to D&B like records allowing for a comprehensive overview of business relationships and corporate linkages. The match is produced by using DUNS like facility numbers provided to ISCD with information provided to contractor. Risk Notification - ISCD requires risk notification and access to approximately 40,000 DUNs databases for detecting severe business situations outside the course of normal business operations for regulated facilities. These risks may include businesses displaying characteristics of fraud, deception, or misrepresentation of information. In addition, the risk notification service monitors business deterioration including weakened conditions and bankruptcy risks. Information alerts are also provided regarding significant changes or impacts to a business' status, representation, or leadership. Comprehensive Reporting - ISCD requires access to comprehensive reports, which are an in-depth evaluation of a company's history, hierarchy, relationships, and business and financial interests. This report combines proprietary statistical scoring with business, payment, and financial information all in one report. It is designed to provide as complete of an assessment as possible of both the current profile and future outlook for company. Integrated Data Solutions - ISCD requires extensive capabilities to use government data in conjunction with extensive D&B like data to account for All chemical facilities. ISCD relies on self-reported information to understand the breath and depth of chemical facilities that are covered under the Chemical Facility Anti-Terrorism Standards, 6 CFR Part 27. Failure to respond to this RFI does not preclude participation in any future associated RFP that may be issued. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.
