- Description
- Description(s): The Government anticipates soliciting for Flight Data Recorders related to F-15 C/D aircraft. This acquisition will acquire a flight data recorder with a crash survivable memory unit for 250 F-15C/D aircraft to support mishap investigations, provide high fidelity fleet life management, support the Aircraft Information Program (AIP), and support the Aircraft Structural Integrity Program (ASIP). The contractor shall provide the following: FDR Data Acquisition Units (DAUs), Enhanced Crash Survivable Memory Units (ECSMUs), Group A kits, Group B kits, Time Compliance Technical Orders (TCTOs), Validation and Verification hardware and support, provide support for flight tests, ground support equipment, training, correct any integration issues from the development effort, integration support, Interim Contractor Support (ICS) repair for the life of the contract, and Line Replaceable Unit (LRU) sparing of at least 10%. The government estimates that approximately 90% of the program cost will be for spares. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate whit only one source under the authority of FAR 6.302. Interested persons may indentify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five (45) days (thirty (30) days if award is issued under an existing basic ordering agreement (BOA) ) after date of publication of this synopsis will be considered by the Government. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Award will be made only if the offeror, the product/service or the manufacture meets qualification requirements at the time of award, in accordance with FAR 52.209-1 or 52.209-2.
