- The Fleet Industrial Supply Center, Norfolk Contracting Department, Philadelphia Office intends to acquire on a sole source basis with Quantics Incorporated, technical and program support for the Department of the Navy Non-Nuclear Ordnance Requirements (NNOR) program in accordance with the Office of the Secretary of Defense (OSD) and the Office of the Chief of Naval Operations (OPNAV) guidance. The scope of the work required by this contract includes model development and modification, database development, validation and verification, data entry, requirements computation, assessment of results, documentation and on-call munitions requirements to support OPNAV N81. The Contractor shall be responsible for the following: Provide progress, status & management reports, make suggestions to the Government for making the NNOR process and products more meaningful and operationally relevant. The effort under this contract will be to develop/modify models, develop data, calculate, analyze, and document the NNOR and is divided into four phases as follows: 1. NNOR Working Group review and software development: Identify methodology assumption issues; Collect revised information/input from OPNAV, NNOR Working Group and other appropriate sources; Develop/revise model software and methods, and make preliminary computer runs to determine impact of proposed changes; Identify issues and inconsistencies with DIA TR, CCMDs NY-PTDs and CJCS OY-PTDs. 2. Database development review and Issue resolution: Identify assumption/database issues; revise database, and make preliminary computer runs to determine impact of proposed changes; summarize results and present findings to OPNAV (N81); update NNOR database to include OPNAV (N81) and senior leaders recommendations. 3. Computation and Output Presentation: Make computer runs based on approved NNOR database; document contents of NNOR database; summarize output data and present preliminary results to OPNAV (N81); compare requirements from previous approved NNOR with current requirements and explain changes; assist in preparation and presentation of briefs to R3B; re-compute requirements as directed by review groups; document final methodology and output results. 4. Studies and Analysis: Develop proposed changes; develop parametric runs as required by OPNAV (N81); modify database and compute requirements; assess results and develop documentation. Specific requirements include the following: Support the CNO Office in preparations and participate in the NNOR Working Group Conference. Gather, validate, and verify NNOR input data, assuring compatibility with NNOR models: Assist in preparation of NNOR EWG and R3B briefings on NNOR inputs, methodology and assumptions: Create new NNOR models and/or modify existing NNOR models based on OPNAV (N81)/R3B direction: Run NNOR models using approved input data: Assess & compare results to previous requirements and explain reasons for change: Adjust NNOR data and models, and perform sensitivity runs: Develop portions of the NNOR outputs briefs for the NNOR EWG/R3B, as needed: Provide software development/modification support to OPNAV (N81) as required/directed: Develop a training document to acquaint OPNAV (N81) with the NNORSS: The contractor shall develop a software development program to be applied to all software developed or modified during the course of the contract. The effort will require the Contractor to have significant experience in Navy and Marine Corps operations and particularly the determination of ordnance requirements, and familiar with Navy and Marine Corps organizations. The Contractor will be required to solicit many organizations to obtain information and data, and to document justification for assumption and data changes. Personnel performing classified material control tasks must have a secret clearance. The solicitation will be issued as a 100% small business set-aside. The solicitation is anticipated to be released in mid April 2010, and will be posted at www.neco.navy.mil. Interested parties are solely responsible for monitoring the website for posting of the solicitation and any amendments thereto. The closing date will be established in the RFP. The Government intends to issue a single award using sole source methods and anticipates award of a Cost Plus-Fixed-Fee (CPFF) type contract. The anticipated period of performance is a twelve-month base period, beginning approximately 1 August 2010, with four (4) twelve-month optional periods.
