Memo to the fileBackup for 2268 This procurement is a sole source to Advanced Signal for four months which is a follow on contract to maintain the old fire alarm system while the conversion to the new system is completed. Due to the fact Advanced Signal has the background investigation, security clearances and knowledge of the old obsolete system; it is advantageous to the Government not to re-procure this for the additional three months. Advanced Signal was originally a small business who was taken over by American Alarm therefore resulting in the transformation to a large business. Price reasonableness was evaluated by prices paid previous years and determined reasonable. The quote confirmation of pricing was confirmed on 02/04/10 with Joe Giambetti from American Alarm & Co. Quoted price is $25,000.00 for four months. Fiscal year 08, 09, and 10 pricing, C80090, C90060, and C00193 is identical to quote for current quarter requirements. American Alarm & Co, has been determined responsible in accordance with FAR Part 9, based on the results of the past performance history with work at the VA. Once the new system testing is complete a competitive procurement will be issued for fire alarm maintenance. The testing of the new system will be completed in July therefore replacing the current system and ending the contract with American Alarm.
