Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this sources-sought announcement as part of a market survey. The Naval Surface Warfare Center, Crane Division (NSWC Crane) is seeking information on the development of a control system to be used in the US Marine Corps Assault Amphibious Vehicle (AAV) Improved Up-Gunned Weapon Station (IUGWS) Control System. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This Sources Sought Synopsis or Request for Information (RFI) does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Any information provided that is marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. HANDLING OF DATA & CORRESPONDENCE BY CONTRACTOR SUPPORT PERSONNEL:You are hereby notified that contractor support personnel within NSWC Crane may be data as well as other correspondence and documentation concerning this action. Non-disclosure statements have been executed by all contractor support personnel participating in the process and are maintained by NSWC Crane. Please see the attached document titled, "Improved Up-Gunned Weapon Station Control System - Rev 2 - 20100302.doc" for information in regards to the purpose, background and technical information. All interested parties are encouraged to submit company and product literature, white paper, and/or other pertinent information for the Government's consideration. The Government respectfully requests that all interested vendors provide responses to this notice on or before April 5, 2010, however responses that are submitted beyond this date may also be accepted. Responses to all or part of the above RFI will be accepted. Proprietary information shall be clearly marked. The Government will NOT be responsible for any proprietary information not clearly marked. Please reference the above solicitation number when responding to this notice. Responses from Small and Small Disadvantaged Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions. Responses received after April 5, 2010 may not be considered in the government's analyses. You may submit corporate expertise information if you would like to be considered a possible interested source. We may contact RFI respondents to get clarification on the information submitted. As previously stated, NSWC Crane is conducting this Market Research of industry to identify potential vendors who have the capability to develop a control system for the AAV IUGWS. Upon review of submitted responses, NSWC Crane may invite potential Vendors to perform testing to evaluate their system at NSWC Crane. This will be at NO cost to the government and the Vendor will be fully responsible for any associated costs. It is important to remember that NO FUNDING IS AVAILABLE for contractual efforts at the current time.
