Description
This Sources Sought Notice is for planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Highway Traffic Safety Administration (NHTSA). The purpose of this Notice is to identify potential sources that may be interested in and capable of performing the work described herein. NHTSA welcomes Corporate Capability Statements from all individuals and organizations. NHTSA does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or NHTSA's use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of NHTSA's evaluation of the information received. As a result of this Notice, NHTSA may issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against the NHTSA shall arise as a result of a response to this Notice. BACKGROUND The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of Transportation (DOT). NHTSA's mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. In support of this mission, the agency maintains an IT portfolio of data collection and data research efforts based on the collection and analysis of motor vehicle crash data and statistics. To supplement the data contained in agency databases and the analysis of the data, the agency has a need to acquire national level motor vehicle statistical data. NHTSA uses crash data in conjunction with vehicle registration data to: •· Assess emerging vehicle safety issues for specific vehicle make models •· Monitor normalized fatality and injury rates by vehicle categories •· Provide input for the assessment of fatalities each year for vehicle size and crash rate correlations •· Assist in identifying the spatial distribution of the affected vehicles with issues, i.e., the number of vehicles in each state •· Support the examination of emerging issues in vehicle claims and complaints investigations •· Conduct evaluation and regulatory impact analysis of NHTSA rulemaking by providing exposure data for vehicles with our without a safety feature •· Support analysis for both crash-avoidance and crash-worthiness rules. The Contractor shall participate with the COTR in a kick-off meeting via conference call to review the contract details, performance, and deliverables within one (1) week after contract award. OBJECTIVES The objectives of this acquisition are: •1) Identify resources that meet or exceed the General Requirements, Supplies/Services Description and Deliverables below •2) Review all written responses from potential vendors •3) Award a contract for up to three years to provide required information based on the General Requirements, Supplies/Services Description and based on the Deliverables. GENERAL REQUIREMENTS To support and enhance the data collection and analysis of agency crash data, the contractor shall have the capacity to provide the following types of data: National and state level vehicle population data for domestic cars, light trucks and import cars National level registration data on new cars and light trucks National and state level motorcycle census data Data for vehicles in Gross Vehicle Weight (GVW) Classes 3-8 Data provided under this contract must l be available to all USDOT personnel, federal or contract staff, that are performing work directly related to supporting the USDOT mission. SPECIFIC REQUIREMENTS The contractor shall perform the following Tasks listed below. All milestones and deliverables are subject to the approval of the Contract Officer's Technical Representative (COTR). The contractor shall provide the COTR with regular updates, as specified in each Task, and shall notify the COTR of any problems that might delay the completion of a Task National and state level vehicle population data for domestic cars, light trucks (Gross Vehicle Weight Rating less than or equal to 8,500 lbs.) The contractor shall provide a count of vehicles in operation as of July 1 by make, series, body style, engine size (Cubic Inch Displacement (C.I.D.) and number of cylinders) and year model. Expanded data includes wheelbase, curb weight, front wheel drive, transverse engines, automatic brake system and standard wheel size. National level registration data on new cars and light trucks The contractor shall provide National level registration data on new cars and light trucks data by model year within each calendar year as determined by the COTR. A complete dataset must include: vehicle identification number (VIN), make, model, body style, restraint system, country of origin, Gross Vehicle Weight (GVW) rating and monthly counts for the calendar year. National and state level motorcycle census data The contractor shall provide a National and State level motorcycle census data. This data must include: Make, model, displacement and vehicle count for the calendar year as determined by the COTR. Data for vehicles in Gross Vehicle Weight (GVW) Classes 3-8 The contractor shall provide data for vehicles in Gross Vehicle Weight (Weight) Class 3 through 8 annually. The annual statistical data provided shall include vehicles in operation as of December 31 by GVW, year model, vehicle company name, make, series, model, vehicle type, cab configuration, wheels driving, front axle, rear axle, brake type and carrier type. The contractor shall provide a summary/description of any associated datasets (conversion tables, etc.) to accompany each of the datasets described above. Format of Corporate Capabilities Statement: Any interested organizations should submit the Corporate Capability Statement which demonstrates the firm's ability and interest in no more than 6 pages to meet the objectives described. All proprietary information should be marked as such. All respondents are asked to indicate the type and size of their business organization, e.g., Large business, Small Business, Small Disadvantaged Business, Women-Owned-Business, 8(A), Historically Black College or University/Minority Institution (HBCU/MI), educational institution, profit/non-profit organization, in their response. Interested offerors shall respond to this Sources Sought notice.
