US-VISIT Program/Project Management and Internal Logistics Support IDIQ Solicitation # 7PQA-USV-03102010 SOURCES SOUGHT: This posting is to determine the interest and capability of small businesses (Small Business, Small Disadvantaged Business, 8(a) Small Business, Woman Owned Small Business, Veteran Owned Small Business, HUB-Zone Small Business, Service Disabled Veteran Owned Small Business) for the services described below. Only small businesses that can provide the required services described below under the North American Industry Classification System (NAICS) Code 541611 - Administrative Management and General Management Consulting Services should respond. Large businesses, please do not respond. This is not a request for proposals and no contract will be awarded from this announcement. This sources sought is for information and planning purposes only, and should not be construed as a commitment by the Government. No reimbursement will be made for any costs associated with providing information in response to this announcement. DESCRIPTION: The General Services Administration (GSA) intends to solicit for a Program/Project Management and Internal Logistics Support Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Primary Contract Area of the IDIQ will be Washington D. C. with a secondary contract area of nationwide. The period of performance is intended to consist of one base year and four one-year option periods. The contract will support the Department of Homeland Security's United States Visitor and Immigrant Status Indicator Technology (US-VISIT) program. The requirements generally involve program and project management of US-VISIT programs and internal logistics management. The proposed contract will include a maximum ordering limitation of approximately $5-8 million per year for a total maximum amount of $25-40 million over five (5) years. The firm selected will be required to perform at least 50% of the work with its own forces. The selected firm must be able to continuously handle multiple complex, high-profile projects of various sizes in multiple locations at any given time. The successful firm must have the capability to respond rapidly on an emergency as-needed basis throughout the entire contiguous United States. The successful firm will provide services that may include planning and execution of services related to the needs of the US-VISIT program including, but not limited to, professional management and execution of US-VISIT program activities, pre-planning, strategic program planning, consulting, budget and schedule development, inspection and oversight services, environmental/LEED related services, design review and management, cost estimating, cost/price analysis, technical analysis, project and program scope development, construction management, development and maintenance of electronic databases, database support, GIS services, modeling, master facility planning, building management, conference/meeting room management, technical writing, internal communication, records management, continuity of operations and emergency support, internal policy and procedures, FOIA support, and asset management. Work associated with the task orders anticipated under the proposed IDIQ contract will require the respective firm to have the capability of assigning such disciplines as program managers, project managers, planners, programmers, architects, engineers, inspectors, cost estimators, specifications writers, schedulers, environmental specialists, historic preservationists, GIS specialists, modelers, budget analysts, database developers, graphics developers, public affairs specialists, records management specialists, asset managers, and administrative assistants as needed for support of programs and projects, including possible on-site services at federally owned and operated buildings or facilities. The successful firm will not perform design or actual construction work.
