- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Enterprise Systems Division, intends to negotiate with Thomson Reuters (Scientific) Inc.; Philadelphia, PA, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to provide the Web of Science database, Conference Proceedings Citation Index Science for a base period of April 1, 2010 through December 31, 2010, and three one -year option periods to follow. CPCI-S is a Web of Science database. Web of Science (WoS) is a proprietary product through Thomson Reuters. The Web of Science provides seamless access to current and retrospective multidisciplinary information from approximately 8,700 of the most prestigious, high impact research journals in the world. Web of Science also provides a unique search method, cited reference searching. This technique adds a unique capability to the WoS database and is also copyrighted and is not available from any other source. With it, users can navigate forward, backward, and through the literature, searching all disciplines and time spans to uncover all the information relevant to their research. Users can also navigate to electronic full text journal articles. With this product, NIST researchers can 1) verify citations to papers presented at conferences, 2) discover research ideas as they are first presented and before they are included in journal articles, 3) determine whether the proceedings of a meeting were published and where, and 4) identify potential collaborators who are pursuing complementary areas of research. The WoS is the most heavily used NIST Research Library database with approximately 150,000 searches conducted each year by NIST Research scientists. The product is a valuable resource that is critical in order for NIST staff to keep up with the published literature. No other product on the market offers the breadth of coverage (more than 6,000 scientific, medical, technical, and social science journals are indexed) for NIST researchers. This procurement will add the CPCI-S database to complement the existing subscription service to the Web of Science database. Based on recent market research, Thomson Reuters (Scientific) Inc. is the only source authorized to provide the Conference Proceedings Citation Index - Science subscription services. Below is a description of the services and the dates during which these services shall be provided: Subscription to Conference Proceedings Citation Index - Science 1. Base Period: 4/1/2010 through 12/31/2010 2. Option period I: 1/1/2011 through 12/31/2011 3. Option Period II: 1/1/2012 through 12/31/2012 4. Option Period III: 1/1/2013 through 12/31/2013 5. Option Period IV: 1/1/2014 through 12/31/2014 The associated North American Industry Classification System Code is 519120 - Libraries and Archives with a Small Business Size Standard of $7.0 million. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Thomson Reuters (Scientific) Inc. for this requirement. The following standards of Section 508 of the Rehabilitation Act of 1973 apply to this acquisition: 1194.21 1194.31 1194.41 Interested parties that believe they could satisfy the requirements listed above for NIST and are authorized to provide these items may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
