- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Research Institute of Environmental Medicine (ARIEM), intends to award a firm fixed price purchase order on a sole source basis to: Environ Holdings, Incorporated, Arlington, VA 22203. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1. Nature and description of the supplies or services required to meet the agency's needs: Over the past couple of years, Environ has performed research services for USARIEM, updating the database of Anthrax vaccination recipients through CY 2005 and beginning analysis of disability discharges of Army personnel as they relate to Anthrax vaccination. Based on the results provided by this earlier work, further investigation is warranted. Further analysis/revisions are required to clarify and better understand the relationship between anthrax vaccination and disability discharges. Preparation of two manuscripts is of great interest. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Environ Holdings, Incorporated has performed the research work for the anthrax disability study since 2006. Environ researchers possess not only the skills to perform the required analyses, but the full spectrum of background knowledge necessary to proceed with this work and prepare associated manuscripts without causing delay in this important research effort. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: As Environ is uniquely qualified to perform this work, has full knowledge of work performed to this point, and is located within a reasonable distance from USARIEM facilities, no further market research was conducted. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
