Description
DESCRIPTION: The U.S. Army Contracting Command, Rock Island Contracting Center, on behalf of the Office of the Project Manager, Maneuver Ammunition Systems, is seeking to identify potential sources capable of manufacturing the 20mm MK149 Phalanx Cartridge. The main components include propellant, case, nose piece projectile, pusher plug assembly, primer, tungsten penetrator, discarding sabot, and link. The performance requirements include Function and Casualty, Muzzle Velocity, Chamber Pressure, Action Time, Accuracy, Environmental Conditions, and Waterproofness. The technical data package (TDP) is classified as Distribution D. Distribution Statement D means distribution authorized to the Department of Defense and U.S. DOD contractors only (Critical Technology). This TDP contains technical data whose export is restricted by the Arms Export Control Act, (Title 22, U.S.C., Section 2751 et seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., app 2401, et seq. violations of these export laws are subject to severe criminal penalties. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the drawings (See www.dlis.dla.mil/jcp/ for instructions and information). Offerors should submit their certification via DD Form 2345, register, or request an export license immediately. An offeror's delay in doing so will not be a basis to extend the closing date of this market survey. Respondents to the market survey must have available the facilities and skills required to produce MK149 Phalanx Cartridges. Specific capabilities and skills required to manufacture the MK149 Phalanx Cartridges are as follows: end item Load, Assemble, and Pack (LAP) to weigh and load propellant and insert the projectile body/assembly into the cartridge case, crimp and gage cartridge chamber height, and link and pack-out; and ballistic test facilities/equipment; case prime machine to insert the primer into the cartridge case, cartridge assembly, sabot and projectile molding and assembly equipment, ultrasonic testing, ballistics testing and pack-out. Production of this 20mm cartridge is very complex and requires sophisticated industrial capabilities. Skills required to produce this cartridge include ammunition process/design engineers, set-up mechanics and operators familiar with the programming and operation of ammunition component sub-assembly production equipment and LAP production equipment identified above; toolmakers and machinists to support all production facilities/equipment; certified inspectors, quality control engineers, ultrasonic technicians, metallurgists, and ballistics test personnel for in-process testing and final inspection, pack-out, First Article Test (FAT), Lot Acceptance Test (LAT) ballistics testing, and shipment of ammunition products. SPECIFICATIONS: This will be procured to a Technical Data Package (TDP). PLANNED ACQUISITION: A Three to Five Year IDIQ contract is contemplated. Initial award is estimated to be between 150,000 and 200,000 rounds. SUBMISSION INFORMATION: Interested U.S./Canadian firms who feel they are capable of manufacturing 20mm MK149 Cartridges are invited to indicate their interest by providing the Government a brief summary description of its companys capabilities, including a brief description of facilities, personnel and past manufacturing experience as it relates to the above criteria. In addition, information should be provided regarding suppliers for critical components. Information must be submitted to Ms. Toni Thiel at the Rock Island Contracting Center via email address: toni.r.thiel@us.army.mil Please respond NO LATER THAN March 30, 2010, and identify 20mm MK149 Cartridge Sources Sought/Market Research as the subject of your response. This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract based on this market survey or otherwise pay for information solicited. The information you provide will only be utilized to develop the acquisition approach for future requirements.
