Description
RECOVERY - Repair Fences to Protect Visitors and Preserve Resource HabitatBUFF 152718 TAS::14 1041::TAS LOCATION: Buffalo National River, National Park Service, Harrison, Arkansas 72601-3622 "THIS PROJECT WILL BE FUNDED BY THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) AND IS SUBJECT TO THE REPORTING REQUIREMENTS OF THE ACT." COMMODITIES TO BE PROCURRED: One (1) new, never before used, not remanufactured, 6x6 utility vehicle and various attachments, to carry out Park operations at remote sites off of maintained roads. The procurement includes the assembly and installation of the attachments onto the vehicle, and delivery to the Park. The utility vehicle's primary purpose is for hauling and towing materials and equipment to work sites in remote locations on gentle to steep ground with rocky, muddy, gravelly, snowy, icy, leafy, and grassy terrain. It will be used 8 to 12 hours per day, 4 to 7 days per week throughout all seasons. Annual climatic termperatures range from 0 to 105 degree F. Vehicle and attachments will be used in clear, dusty, or smoky environments, and in clear, rainy, or snowy conditions. SOLICITATION NUMBER: Q7150100010 (Request for Quote) NOTICE TO POTENTIAL OFFERORS: This is a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) Code is 441221. The Small Business Size Standard is 500 employees. TYPE OF CONTRACT: A firm-fixed price supply contract. AWARD: Award will be made on an "All-or-None" basis. Award shall be made to that responsible offeror whose quotation, is deemed to be most advantageous (best value) to the Government. DELIVERY: Delivery shall be made as soon as possible, but not later than sixty (60) calendar days after contract award. PUBLICIZING AND RESPONSE TIME: The solicitation package will be issued on or about MARCH 9, 2010 with a response date of MARCH 19, 2010. Solicitation packages may be obtained via the Internet by accessing the National Business (NBC) Opportunities web site at http://ideasec.nbc.gov. Offerors will also be responsible for checking the website for any amendments to the solicitation issued prior to the closing date of the RFQ. A solicitation package may also be obtained by contacting the Contracting Officer via e-mail at kathryn_logsdon@nps.gov. All quotation packages must be submitted by the offerors in hardcopy; either hand-delivered, mailed, or faxed to the address or fax number identified in the RFQ. All responsible sources may submit a response which, if received by the Contracting Officer by the closing date and time of the RFQ, will be considered by the contracting agency. CCR AND ORCA: Effective October 1, 2003, active registration in the Central Contractors Registration (CCR) database is mandatory to be granted an award. The successful offeror, prior to being awarded the contract, must be registered and active in the Central Contractor Registration (CCR) Database which can be accessed online at www.ccr.gov. If the successful offeror does not become registered and active in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to offer award to the next otherwise successful offeror. It is highly recommended that should it be your intention to submit an offer in response to the RFQ, that you become registered in CCR upon receipt of the solicitation so as not to delay award of the procurement if offered. The successful offeror will also be required to have completed their Representations and Certifications which can be completed online at http://orca.bpn.gov.
