- The purpose of this amendment is to answer the following Vendor/Government questions/answers: Vendor Question - 1. Does the government have a preferred method or model for evaluating the effects of stabilization? Government Answer -1. No. For the purpose of this evaluation from a validated model or functional test will be acceptable. Vendor Question - 2. Does the government have any objective requirements in terms of detection and recognition, and low light performance? Government Answer -2. Objective target acquisition requirements are as follows: Detect at 4000m, Recognize at 3000m, Identify at 2000m. There are no current low light/night objectives other than magnification should be within 15% of day mode. Vendor Question - 3. Can we assume the Fraser-Volpe, gyro-stabilized binoculars are the baseline to improve from? Government Answer - 3. The current M25 stabilized binocular shall be considered the baseline. All other terms and conditions remain unchanged.
