- THIS IS AN AMENDMENT TO SOURCES SOUGHT ANNOUNCEMENT POSTED MARCH 2, 2010 (Solicitation Number N10PS20012) (entire announcement reprinted below) AMENDED PORTION:Response Date: from March 17, 2010 to March 25, 2010Place of Contract Performance: Greater Washington DC Metro Area ORIGINAL ANNOUNCEMENT POSTED MARCH 2, 2010 (Solicitation Number N10PS20012): THIS IS NOT A SOLICITATION, IT IS A SOURCES SOUGHT ANNOUNCEMENT The US Department of the Interior, National Business Center (DOI/NBC) Acquisition Services Directorate, Sierra Vista Branch, Sierra Vista, Arizona (hereafter referred to as "DOI/NBC/SV") is currently working requirements that are anticipated to lead to the award of a five year, Indefinite Delivery/Indefinite Quantity (IDIQ) contract. As an element of market research, DOI/NBC/SV is submitting a Sources Sought Announcement to determine if there are contractors that can meet the following requirements: GENERAL: The Government requires Advisory and Assistance, staff augmentation and Scientific, Engineering, Technical Assistance (SETA) support to address general requirements identified below. Support is requested in the program management, acquisition, budget and financial areas as well as in the technical expertise and knowledge area. The overall size of the effort is anticipated to be approximately 66 full-time equivalent (FTE) positions. Personnel supporting this requirement may be required to have current TOP SECRET / SPECIAL COMPARTMENTED INFORMATION (TS/SCI) national security clearances at the time of contract award. TASKS: 1. Program Analyst Support: The contractor shall provide expertise to support the management of in-depth programmatic issues. The contractor shall support the overall effort in creating financial plans, generating funding documents and executing a significant budget. They will assist in creating and maintaining funding strategies, funding profiles, and spend plans. The contractor shall generate documentation to support acquisition packages, track financial information including commitments, obligations, execution and expenses, produce financial status reports and develop, collect, and maintain metrics based on measurable milestones. 2. Technical Knowledge and Expertise Support: The contractor shall provide technical knowledge and expertise supporting research and development in physics, chemistry, biology, engineering, social sciences, behavioral sciences, neurosciences, linguistics, computer science and test and evaluation. The level of support requires a high degree of knowledge, skill, and ability coupled with relevant expertise and experience. Personnel with advanced academic degrees (especially PhD's) are considered a plus. The contractor shall participate in technical reviews of on-going research and development to provide consideration and technical evaluation for the purpose of independent assessments of the related technologies. The contractor shall assist in developing technical briefings and presentations, overviews, and summaries. The contractor shall assist program efforts to include but not limited to interaction with contracting officers, planning and implementing presentations to both technical and general audiences, supporting the development of Broad Agency Announcements (BAA) and/or other Research & Development solicitation types, preparation and support during proposal evaluation and source selection, and generation of program documentation. The contractor shall track contract deliverables. The contractor shall assist in developing and maturing relationships with other organizations/agencies to further program objectives, and in identifying and coordinating potential transition partners for successful research efforts. Interested Contractors that believe they can fulfill the above requirements are invited to submit a capabilities statement in response to this announcement within 15 days following the date of publication of this notice.
