- NASA/ Kennedy Space Center (KSC) plans to issue a Sole Source Request for Quotation(RFQ) with Delaware North Park Services, Kennedy Space Center, FL, to provide allmanagement, labor, and transportation necessary to provide NASA Astronaut Crew GuestSupport (approximately 1000 guests per Space Shuttle mission but may be increased ordecreased based on NASA Headquarters allocation process for each mission) for threescheduled launches (STS-132, STS-133, and STS-134). Services to be provided include:1. Provide a unique website for each mission for Astronaut Crew Guests to submitreservations for Launch Transportation and Limited Admission tickets on-line. JohnsonSpace Center Astronaut Office will provide a list to DNC Parks & Resorts at KSC, Inc.(Marketing Department representative) of the approved guests who should be providedaccess to this website and the reservation process. The Astronaut Crew Guests will notbe charged for the Launch Transportation and Limited Admission Tickets.2. Provide the option for Astronaut Crew Guests to purchase KSC Visitor Complex tourtickets via the unique website for each mission. Guests should be provided theopportunity to purchase General Admission tickets for $10 each and/or Special InterestTour tickets at the listed retail price less $25 discount (i.e., discount rate isequivalent to the price of Limited Admission which is currently free to all NASA launchguests per Concession Agreement NAS10-12215).3. Provide mailing service for the required vehicle placard (provided to DNC by NASAExternal Relations each mission), Launch Transportation and Limited Admission Tickets,along with any optional KSC Visitor Complex admission tickets (to include KSC Tour) thatwere ordered by the guest. 4. Provide transportation from the KSC Visitor Complex bus boarding area to the NASACauseway Viewing Site and return (approximately 17 buses per mission).5. In the event of a launch scrub, provide seats/buses for returning Astronaut CrewGuests for each subsequent launch attempt. 6. Maintain records of actual guest counts by launch attempt for each mission.Providedetailed report to NASA External Relations, Public Services Division within 24 hours ofmission liftoff. Prepare invoice and submit directly to NASA Accounts Payable fordisbursement within 30 days of mission liftoff. Delaware North Parks Services has performed these services for past missions and are theonly known vendor that has the ability to provide these services to support NASAAstronaut Crew Guests.This procurement is being conducted under the Simplified Acquisition Procedures (SAP).The Government intends to acquire a commercial item using FAR Part 12.Interested firmsother than the sole source cited shall submit in writing to the identified point ofcontact, their qualifications/capabilities and quotes, providing a description insufficient detail to show that the services offered meets the Government's requirement tothe identified point of contact not later than 7:00 a.m. eastern standard time, March 16,2010 at NASA/Kennedy Space Center, Attn: Donny Wood, OP-OS, Kennedy Space Center FL32899, donald.wood@nasa.gov, or fax to (321) 867-1188. Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible maysubmit an offer which shall be considered by the agency. An Ombudsman has been appointed.See NASA Specific Note 'B'.
