- GENERAL SERVICES ADMINISTRATION REGION 3 JUSTIFICATION FOR OTHER THAN FULL & OPEN COMPETITION <Redacted> Project ID: 9VA2390 <Redacted> 1. Proposed Action: To acquire <Redacted> USF of office space and two parking spaces in Roanoke, Virginia <Redacted>. The proposed action is to expand Lease Contract GS-03B-<Redacted> <Redacted>. The expansion for <Redacted> occupancy will be effective approximately <Redacted> and will be concurrent with current lease expiration of <Redacted>. 2. Description of Requirement: <Redacted> <Redacted>. The short-term leased space will be used to house excess files <Redacted>. Occupancy is required no later than <Redacted>. The <Redacted>: •- 14,000 - 20,000 RSF of contiguous office space depending on building floor load •- Vacant space available immediately and that requires minimal build out •- <Redacted> •- <Redacted> •- <Redacted> •- Delineated area: Roanoke City Limits •- <Redacted> •- Parking for two GOV's •- <Redacted> •- <Redacted> •- <Redacted> 3. Description of Supplies and Services <Redacted>. The location <Redacted> is advantageous because it is within <Redacted> of the Richard Poff Federal Building. <Redacted>. A majority of the <Redacted> space is vacant and provides a large block of contiguous space. The existing demising walls are slab to slab construction and the building has an automatic sprinkler system installed. <Redacted> <Redacted> 4. Identification of Statutory Authority : In accordance with 41 U.S.C. 253 (c) (1), full and open competition need not be provided for when the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements, 5. Demonstration that the Acquisition Requires Use of Authority Cited: <Redacted>. GSA currently leases <Redacted> of office space for the <Redacted> on the <redacted> floor of <Redacted>. <Redacted>. Considering occupancy must occur quickly, it is imperative that the Government limit the number of practical sources in order to procure the space as quickly as possible. Proceeding with a full and open acquisition would require approximately <Redacted> months to complete which is not an acceptable timeframe. Based on mission requirements, the Contracting Officer recommends that GSA pursue an expansion to Lease GS-03B-<Redacted> via a Supplemental Lease Agreement for <Redacted> on <Redacted>, plus two reserved parking spaces, for the <Redacted>. After the expansion, the total square footage under lease GS-03B-<Redacted> will be <Redacted>. 6. Efforts to Ensure Solicitation from Maximum Sources Practical: <Redacted>. In accordance with GSAM 505.101 (2), an advertisement was placed in FedBizOpps on December 24, 2009 and ran through December 30, 2009 to solicit interest in satisfying this requirement. <Redacted> Based on thorough market research and discussions with the agency, GSA decided that the best housing strategy is to expand the square footage <Redacted>. 7. Determination as to Fair and Reasonable Cost : <Redacted> Based on preliminary discussions, the current Lessor is willing to offer <redacted> floor space at a rental rate of approximately <Redacted>, calculated as follows: Fully serviced rental rate of approximately <Redacted> Additional demolition costs, IT costs, and build-out costs <Redacted> The market survey demonstrated a rental range of <Redacted> for a fully serviced lease. There is no 2009 <Redacted> data is available for the Roanoke CBA or surrounding area. Per Portfolio Management, the closest 2009 <Redacted> rates to Roanoke are for the Richmond Central Business District. The Richmond rates range from <Redacted> RSF with an average of <Redacted> for Class "A" space. The quoted rental rate falls within this 2009 <Redacted> range. In consideration of above information, the Contracting Officer hereby determines that the rental rate quoted is considered fair and reasonable. 8. Description of Market Survey: Please see attached Market Survey Report. <Redacted> 9. Other Factors Supporting Justification: <Redacted>. In accordance with the requirements of GSAM 517.207(b), the lessor's performance under this lease has met the Government's expectations. 10. Listing Sources Expressing Interest In Solicitation: Toured during market survey: <Redacted> 10. Statement of Actions to Overcome Barriers to Competition: As part of our market survey process, GSA contacted brokers, posted an ad on FBO.gov, and conducted a physical building tour in an effort solicit the maximum number of acceptable properties. As a result of that survey process, it was determined that only one location, <Redacted>,would be acceptable to solicit. Prior to the expiration of lease Contract GS-03B-<Redacted>, GSA will procure space for the <Redacted> long-term requirements using full and open competition. AMENDMENT #1 Justification for Other than Full and Open Competition <Redacted> 1. Proposed Action: <Redacted> The proposed action is to expand Lease Contract GS-03B-<Redacted>, <Redacted> The square footage and lease term have been amended. The square footage was increased to reflect the common corridor space that will be considered useable square footage <Redacted> <Redacted> 3. Description of Supplies and Services <Redacted> The total contract value for the Supplemental Lease Agreement for the <Redacted> is estimated at <Redacted> 5. Demonstration that the Acquisition Requires Use of Authority Cited: <Redacted>. GSA currently leases <Redacted> of office space for the <Redacted> on the <Redacted>. GSA is able to expand the existing <Redacted> lease by <Redacted> through an SLA to quickly procure the <redacted> floor space. <Redacted> Based on mission requirements, the Contracting Officer recommends that GSA pursue an expansion to Lease GS-03B-<Redacted> <Redacted> The square footage figures above have been changed to reflect the increase in the total space occupied by the <Redacted> once the agency occupies the entire <redacted> floor at <Redacted>.
