- The U.S. Geological Survey, National Geospatial Programs Office has a requirement for LiDAR data for Cole, Callaway and Osage counties in Missouri. The total coverage for this project is 1,836 square miles. USGS has the opportunity to obtain all this orthoimagery from the State Emergency Management Agency of Jefferson City, Missouri at 16% of the cost of the entire project because other agencies and local governments are contributing to this project. The LiDAR data will be collected in accordance with FEMA's Guidelines and Specifications for Flood Hazard Mapping Partners Appendiz A: Guidance for Aerial Mapping and Surveying and to be collected to the following specifications: 1) 1.4 meters GSD; 2) no aerial imagery or contours; 3) vertical accuracy on flat, bare ground of 18-cm or better, hillsides 37-cm or better; 4) data file must be devoid of 95% or greater of artifacts, blunders, systematic errors, noise, random errors, and anomalies; 5) 95% or better of the man-made features and vegetation must be removed from the bare earth surface and the data should be closely examined for anomalies during the quality control process; 6) no void areas; 7) bare-earth surface meets NSSDA accuracy specifications at the 95% confidence level or better for 2' contours; 8) hydrographic breaklines collected; 9) processed to bare-earth, meet FEMA Floodplain Mapping Accuracy specifications; 10) classified to bare-earth and above ground features. Data shall be delivered as follows: 1) in client specified format; 2) in either or both ASPRS.LAS and ASCII format; 3) FGDC compliant. The data delivery date is no later than October 31, 2010. All deliverable data and documentation shall be free from restrictions regarding use and distribution. Based on information available at this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR 6.302-1, the government considers the item specified as a sole source from the State Emergency Management Agency of Jefferson City, Missouri, 2302 Militia Dr, Jefferson City, MO 65101-1203 and proposes to negotiate with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services and provide considerable cost sharing are invited to submit in writing an affirmative response to this announcement, and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered non-response to this request without further consideration. Affirmative response shall be received by this office by close of business March 19, 2010 by 3:00 PM Mountain Standard Time. This notice may represent the Government's only official notice of this procurement.
