- NOTICE: THIS IS A REQUEST FOR INFORMATION ONLY. The information provided in response to this notice will assist the Government in determining the extent of the small business and socio-economic market for the type of work described herein. The intent of the announcement is to identify sources that are qualified small business concerns capable of furnishing The National Marine Fisheries Service, Fish Biology and Stock Assessment Division in Honolulu, Hawaii with the following: 1) Contract fishing vessels to conduct fishing operations for up to 45 days each quarter at selected sites in waters around Oahu and Maui to assess the feasibility of implementing a fishery independent survey for Hawaii deepslope bottomfish. 2) Contract additional fisherman to tag and release bottomfish during regular fishing operations following standardized protocols, and establish a network of bottomfish landing ports and fisherman in the Main Hawaiian Islands (MHI) to conduct length and weight sampling of landed bottomfish. 3) Periodically conduct meetings to discuss progress of the projects with local constituents. The purpose of this requirement is to develop a Pacific Islands Region fishery independent bottomfish survey, assess bottomfish populations, and collect biological samples to update live history parameters. The required research and activities are recommendations from recent workshops on Hawaiian bottomfish stock assessment methodologies and ecosystem science and management planning, both aimed at advancing bottomfish stock assessments in the Pacific Islands Region. Period of performance is from date of award through May 31, 2013. The North American Industry Classification Code (NAICS) is 813990 with a size standard of $7 million. All contractors doing business with the Government are now required to be registered with the Central Contractor Registry (CCR). In addition, completion of the online representation and certifications application (ORCA) is required. NOTE: THIS SYNOPSIS IS NOT CONSIDERED A REQUEST FOR PROPOSAL BUT A REQUEST FOR INFORMATION ONLY. No solicitation document is available. No contract will be awarded on the basis of responses received to this notice. All interested parties must respond to this announcement by March 15, 2010. Documentation to support the contractor's capability to perform these services must be submitted in writing and include the contract number, point of contact and phone number, and a description of services performed under previous contracts for the same services, DUNS Number, CCR, Cage Number, business type and size, i.e., small, large, non-profit, educational, etc.; and a brief narrative regarding its capability to provide the services as described above. Any response that does not include this information will not be considered. The Government will review each response to determine if the contractor has the experience, knowledge, and capability to perform the services as specified above.
