Description
This announcement constitutes a Request for Proposal (RFP). The Naval Air Systems Command, NAS Patuxent River, Maryland, Program Management Office (PMA-207) intends to procure, via full and open competition, follow-on Contractor Logistics Support (CLS) for the consolidated RC/EC/C-26D and UC-35C/D aircraft. The RC/EC/C-26D is a militarized version of the commercial Federal Aviation Administration (FAA) type-certified Fairchild Metro 23, SA227. The RC/EC/C-26D aircraft were procured with a FAA type-certificate. The RC/EC/C-26D aircraft mission is to provide time-sensitive movement of personnel and cargo, as well as limited medical evacuation. The Navy's seven (7) RC/EC/C-26D aircraft operate from three (3) sites. Three (3) are located in the Pacific Missile Range Facility (PMRF) Barking Sands, Hawaii, two (2) are located at the Naval Air Station (NAS) Sigonella, Italy, and two (2) are located at Naval Support Activity (NSA), Naples, Italy. The UC-35C/D is a commercial derivative of the Cessna Citation UltralEncore aircraft. The aircraft were procured with an FAA type-certificate. The UC-35C/D aircraft mission is to provide on-call rapid response air transport of high priority supply items and movement of key personnel. Its support role also includes such functions as medical evacuations, administrative movement of personnel, transportation connections and courier flights. Deployments to overseas sites in support of Operation Iraqi Freedom (OIP) currently occur for extended durations. The Navy's twelve (12) UC-35C/D aircraft operate from five (5) sites. Three (3) aircraft are located at Naval Air Facility (NAF) Andrews Air Force Base (AFB), MD, three (3) are located at Marine Corps Air Station (MCAS) Futenma, Japan, two (2) are located at MCAS Miramar, CA, two (2) are located at MCAS Cherry Point, NC and two (2) are located at NAS New Orleans, LA. CLS requirements include maintenance, repair, engineering, technical services, required aircraft upgrades, and integrated logistics support. Identified by the North American Industry System Classification (NAICS) Code 488190, the Government intends to award a single Requirements, FAR Part 15, Task Order Contract to the company evaluated as providing the "Best Value" to the Government, all factors in accordance with Section L and M of the RFP taken into consideration. In accordance with Block 9 of the SF 33, proposal submission dead-line is no later than 02:00 PM EST on 07 May 2010.
