Description
This is a notification that the Mission and Installation Contracting Command, Directorate of Contracting Fort Leavenworth, intends to award a sole-source, firm-fixed price contract under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements to Sirsi Corporation, DBA SirsiDynix. The associated North American Industrial Classification System (NAICS) code for this procurement is 511210, with a small business size standard of $25.0M. The requirement is for a follow-on contract to provide license and maintenance subscription renewals for the software packages utilized by the Combined Arms Research Library (CARL) in the Integrated Library System (ILS). The Government requires licensing and software maintenance subscriptions for the following: Saas Web Reporter 1.4, Horizon SaaS Acquisitions, Horizon Saas Offline Circulation, and ASP subscriptions. The resultant contract will be a firm fixed price contract with a twelve month base period plus three (3) one-year option periods and include FAR clause 52.217-8, Option to Extend Services. Fiscal Year (FY) 2010 Operational and Maintenance (OMA) funds authorized by Congress will be utilized for the base period. Funding for the option years is contingent upon approval of annual appropriations for the appropriate year. This notice is not a request for quotations. The contractor identified is the only known source for the subject requirement. Responses to this notification will be used to determine if bona fide competition exists. Any such responses must be in writing and include technical capabilities and pricing information. The Government will not pay for information submitted. All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government.
