Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Naval Health Rearch Center (NHRC), intends to award a firm fixed price purchase order on a sole source basis to: Shore Total Office, San Diego, CA 92126 THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: The services will be provided at building 330 of the Naval Health Research Center (NHRC). The services rendered will include relocation of laboratory equipment from building 315 to building 330 to include laboratory refrigerators, freezers, incubators, bio-safety cabinets (with fume hoods), centrifuges and automated microbiology system; delivery and installation of customized laboratory furniture and cubicles and office furniture for the virology section of the Department of Respiratory Disease Research. Delivery and installation needs to be completed no later than 30 March 2010. Per command guidelines, the NHRC is implementing a program of uniformity in procurement of all office furniture. It is critical for the efficiency of the organization and the individuals who work here that all furniture matches and flows in a coordinated fashion, rather than have different brands and styles of furniture in each office. Uniformity also eliminates the need to call multiple vendors if furniture requires repair or replacement. The furniture selected here matches furniture previously purchased by the command for other offices. This furniture meets the virology labs current needs but it is also capable of being utilized in other offices, should our mission change at any point in the future. NHRC has been tasked with have all furniture delivered and installed and all lab equipment moved by the 30th of March. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): The selected vendor carries the type of furniture that matches the previous purchases made by NHRC for other buildings. This vendor is also a turnkey vendor, capable of providing all the services that NHRC needs in order to accomplish this task by the March 30th deadline. They will deliver and completely install all the new furniture, move the lab equipment from building 315 to building 330 and perform necessary plumbing upgrades in order to accommodate the specialized needs of the lab. This will all be accomplished by the March 30th deadline. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Several other furniture vendors were contacted regarding this project; however, none of them could provide moving services for the lab equipment and none of them had the capability of upgrading the plumbing. Finally, none of the other vendors contacted could guarantee a completion date of March 30th. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
