Description
NAICS Code: 541380 Update: March 8, 2010 Amendment 5 to RFQ-DC-10-00053 VENDORS ARE RESPONSIBLE FOR VIEWING THE ENTIRE SOLICITATION AND ALL AMENDMENTS POSTED AT http://www.epa.gov/oamsrpod/lasc/1000053/index.htm. The purpose of this amendment is to change the procurement strategy, to reopen the solicitation, and to clarify post-award procedures. 1. The EPA has decided it is in its best interest to solicit Blanket Purchasing Agreements (BPAs) instead of Basic Ordering Agreements (BOAs). This allows the EPA to limit competition of individual orders to vendors that have submitted their packages by the closing date and subsequently enter into agreements with the EPA under the dioxin program. 2. The solicitation is reopened, with a new closing date of 4:00 PM EST on Monday, March 15, 2010. This is to accommodate vendors that may not have been interested in BOA awards, but are interested in submitting material for evaluation to receive a BPA, Vendors that have already submitted the requisite documents by the original closing date are not required to resubmit documents; however, they do have the option of submitting any changes to their package. 3. The post-award procedures to be followed after award are as follows: a) Each laboratory will receive a post-award performance evaluation sample (PA-PES) to demonstrate that it can perform the statements of work (DLM02.2 and CBC01.2). The EPA reserves the right to waive the PA-PES for laboratories that have satisfactorily delivered samples under the current BPAs during the past 24 months. All PA-PES results will be evaluated at the same time. If the laboratory fails to successfully complete the PA-PES, the EPA may grant the laboratory a second change. If the laboratory fails a second time, their agreement will be canceled in accordance with the terms and conditions of the BPA. b) Once a laboratory has successfully completed the PA-PES, it will be eligible for an on-site audit. The EPA reserves the right to waive the on-site audit for vendors that have satisfactorily completed an on-site audit under the current BPAs during the past 24 months. All laboratories that require an audit will be scheduled by the drawing of lots by the Office of Acquisition Management. In the event that two or more laboratories are in the same geographic region, or the EPA is already in the area performing audits at nearby laboratories for other programs, the EPA reserves the right to perform audits for all laboratories located within that region, regardless of lot number drawn. This is done in order to limit travel costs. c) Once a laboratory has successfully completed both post-award requirements, it will be eligible to compete for individual orders under its resultant BPA.
