Description
This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The government intends to solicit a proposal and enter into a contract with DENALI BOROUGH LANDFILL, HEALY SPUR RD, HEALY, AK 99743-0480, to provide landfill services for Denali National Park, AK 99755. Denali Borough Landfill is the only landfill within the local area able to provide the landfill services to the park. Please see the below Justification for other than Full and Open Competition for further details. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received prior to the close date of this announcement. Written responses to this notice shall contain sufficient documentation to establish bonafide capability to fulfill the requirement. A solicitation is not available. Justification for Non Competitive Acquisition Background: Every year Denali National Park & Preserve replaces worn culverts located in the Park road. These culverts are then removed to the Landfill for recycling. Denali is constantly in the repair, removal and replacing of Buildings and Utility items in the Park which need to be removed from the Park and taken to the Landfill. As a cleanup effort of all divisions in the Park solid waste is gathered and removed yearly from the Park. Using trucks and trailers in the Park items are hauled to the Landfill.. 1. FAR Statutory Authority 6.302-1, Circumstances Permitting Other Than Full and Open Competition. Denali Borough Landfill is located at mile 282.2 George Parks Highway approximately 46 miles from the Park. The Denali Borough Landfill is the only landfill available in the area. The next landfill is located in Fairbanks, 110 miles away. - The high cost of transporting materials- The savings in time delivering 46 miles- Recycled items are recycled from the Landfill at no addional cost to the Park 2. Nature and description of the supplies or services required to meet the agency's needs:This landfill will receive construction materials, appliances, tires, and other waste. Hazardous waste is strictly prohibited. The landfill is operated by the Denali Borough and is the only landfill in the area. The Denali Borough is the authority over the landfill covering the Cantwell area and up to Nenana. Recycled items are recycled. 3. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights etc.):The Denali Borough, is located 46 miles from Denali National Park, is located 250 miles north of Anchorage and 110 miles south of Fairbanks. The Borough has operated a Class II Landfill for the last nine years and has experienced no major problems or concerns. The Borough landfill lies in an area of deciduous and black spruce taiga terrain on what is apparently well-drained upland soil in a relatively flat region. The site is located on a broad series of alluvial fans and glacial outwash plains on the north slope of the Alaskan Range. Based on the history of the area it is reasonable to assume the site is located clear of the hundred year flood plain of the Nenana River. Ground water under the site flows in a north by northwesterly direction at between 65 to 76 feet below the ground surface. The landfill site is owned by the Borough and the entire area is zoned industrial. The area is located in the interior and not subject to the Alaskan Coastal Zone Management Program 4. A description of the market research that was conducted and the results or a statement of the reason a market research was not conducted:Competition is not desirable as this is the only location available within a reasonable distance. The cost of delivering items at this distance is cost effective. 5. Any other facts supporting the use of other than full and open competition:The Landfill has been used in the past proving to be cost effective and time effective for the Park. 6. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:No other Landfills are available within the area.
