Description
This is a pre-solicitation announcement for the Department of Veterans Affairs (DVA), VA Caribbean Healthcare System (VACHS) under the Recovery Act (RA). An Invitation for Bid solicitation will be issued on or about April 30, 2010 for a construction project titled RA-Repair and Upgrade Electrical Substation. The project is to be performed at the VA Caribbean Healthcare System (VACHS), San Juan, PR. This procurement is a total set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) firms only. The North American Industry Classification Code (NAICS) for this procurement is 238210 and size standard is $14.0 million. In accordance with FAR 36.204, disclosure of the magnitude of this construction, construction project is between $1,000,000 and $5,000,000. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. The VA is seeking a Contractor to provide all labor, supervision, materials, tools, and equipment necessary to perform the construction work, in accordance with solicitation specifications and drawings. Project description is as follows: This RA construction project is for the construction of new substation with a capacity of 15,000 KVA Transformer, including new switchgear equipment with transformers redundancy capable to carrying the Hospital full electrical load. VA Caribbean Healthcare System is undergoing a series of new construction projects such as: Administration building, Parking garage, and a second level for the VACHS Outpatient Clinic Building. These new construction represents an increase on the Hospital Main Substation electrical load exceeding the capacity of the substation (2) 5,000 KVA Transformers. Therefore, VACHS has awarded a task order to CSA Group Architects and Engineers Services for the design and construction inspection of a new substation near the existing substation. Construction shall comply with the latest VA requirements, the latest local and national codes. The Awardee shall be responsible to obtain the Electrical Generator General Permit, for the equipment to be installed on the project after award is made. Completion Time: Shall be identified and scheduled for approximately one hundred eighty (180) calendar days after Notice to Proceed. No lump sum price estimate will be accepted. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and VA will provide no hard copies and will be available for download at no charge at the Federal Business Opportunities (FBO) System website (http://www.fbo.gov) on or about April 30, 2010. Further details of all dates and events, including site visit and bid opening date, will be available in the solicitation. Interested Bidders are advised that they are responsible for obtaining all bid documents and/or amendments to the solicitation. Therefore all Interested Bidders should be re-visiting the website periodically to look for any updates or amendments to the solicitation. Interested Bidders must initiate or validate their registration at the Central Contractor Registration (CCR) database at http://www.ccr.gov; VetBiz Registry at http://www.vip.vetbiz.gov; Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov prior to the bid package submission. Award will not be made until registration has been completed. All questions in reference to this solicitation shall be submitted in writing to the Issuing Office Point of Contact from the date the solicitation is available to all interested bidders, up to three (3) days after per bid conference/site visit is conducted.
