- FISC Norfolk Contracting Department, Philadelphia Office intends to acquire on an interim, limited competition basis continued HIV 1-2 testing services in support of the Department of the Navy to include screening for HIV 1-2 using an FDA-licensed Enzyme Linked Immunosorbent Assay (ELISA) test derived from whole viral lysate or a combination whole viral lysate and recombinant proteins. Specimens found repeatedly reactive by screening ELISA will be retested utilizing an FDA-licensed Western Blot (WB) technique (as available) to confirm reactivity with HIV specific viral polypeptide. The Navy estimates submitting approximately 60,000 specimens per month for initial HIV 1-2 ELISA screening from approximately 1300 submitting activities (SA). The Government intends to acquire these services on a limited competition basis among Center for Disease Detection (CDD) of San Antonio, TX and ViroMed Laboratories of Minnetonka, MN under the authority of Section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501(a). The HIV 1-2 testing services are required for an interim period encompassing 01 May 2010 or date of award, whichever is later, through 30 September 2010 to prevent any lapse in contractual coverage from expiration of current contract N00189-09-D-Z049 until issuance of a subsequent award under the Court of Federal Claims mandated re-evaluation of previously competed, awarded, and protested HIV testing services contract N00189-09-D-Z004. This notice of intent is not a request for competitive proposals. The proposed contract action is for services for which the Government intends to solicit and negotiate on a limited basis with only CDD and ViroMed. However, all responses received within five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
