- THIS IS NOT A SOLICITATION ISSUANCE. THIS IS A SOURCES SOUGHT SYNOPSIS.NationalAeronautics and Space Administration (NASA)/Marshall Space Flight Center (MSFC) isrequesting information from small businesses that can perform Construction PhaseServices, Value Engineering, and Total Building Commissioning services. These serviceswill be performed at MSFC, Alabama and Michoud Assembly Facility (MAF) Louisiana. Theexisting effort is currently being performed under NASA/MSFC Contract NNM06AA79C by theincumbent contractor, R. W. Beck of Denver, CO. The current period of performance forthis contract expires April 15, 2011.NASA/MSFC is seeking capabilities from small businesses only to satisfy the government'srequirements under a follow-on procurement. The preliminary requirements for theproposed procurement are as follows: 1) Construction surveillance and inspectionservices pertaining to facilities construction projects; 2) LEED, Leadership in Energy,and Environmental Design in building commissioning services; 3) Plant operations andmaintenance inspections. It is anticipated that the potential contract period ofperformance will be five years or less starting the day after the existing contractexpires.Other services required include construction project surveillance, inspections, testmonitoring, schedule coordination, utility outage coordination, reports/statuspreparation, constructability design reviews, and maintenance of all constructiondocumentation. Review and evaluation of work completed, progress schedules, allcontractor submittals, request for information, and plans/reports submitted byconstruction contractors. Application/use of computer software such as Excel, Windows,Primavera Contract Manager or equivalent is required. Required to have constructionsurveillance and inspection services for approximately 2 major projects (greater than $5Meach), 8 to 12 minor projects (between $500K and $4.99M), and approximately 300 smallconstruction projects ($500K or less) are anticipated annually, under a variety ofconditions, constrains, and contract types. This effort requires services and specializedtechnical expertise not typical to standard commercial construction. Operations andmaintenance inspections shall include Indefinite-Delivery/Indefinite-Quality (IDIQ) workactivities and implementation of lump sum work by the Center Operations Support ServicesContractor. LEED activities shall consist of creating and maintaining buildingcommissioning plans and integrating those plans into the facility program, providingguidance during the design process and ensuring that the design intent and basis ofdesign, final design product and construction reflect and comply with appropriate LEEDrequirements leading to LEED building certifications; conducting energy audits orwalkthroughs. These services are not staff positions but must be available on asrequiredbasis from within the organization. Also the ability to properly staff the programquickly with properly certified, experienced personnel and to respond to varying levelsof manpower during the duration of the contract is necessary. Significant experience inmanagement systems and construction experience and expertise to adapt and customizecurrent systems to MSFC specific requirements is required to meet the challenge of MSFCscurrent programs. These services require quick responses to program, technical, ormanagement challenges.The selected contractor will be required to represent theGovernment to ensure construction is of highest quality in accordance with contractdocumentation and applicable codes and standards. The contractors constructioninspection operations/maintenance and LEED staff shall be trained and experienced inconstruction, plant operations/maintenance inspectors, and a LEED Commissioning/EnergyEngineer.This is a RFI only and does not constitute a commitment, implied or otherwise, thatNASA/MSFC will take procurement action in this matter.Further, neither NASA/MSFC northe Government will be responsible for any cost incurred in furnishing this information. The NAICS Code and Size Standard are 541330 and $4.5M, respectively. Interested small busineses having the required specialized capabilities to meet the aboverequirements should submit a capability statement of 10 pages of less demonstrating theircapability to perform any aspects of the effort described herein. Responses must includethe follow: 1) name and address of firm including the names of two points of contactincluding their titles, address, telephone number, fax number, and e-mail address; 2)current business size, annual revenue for the past 3 years for the NAICS Code shown onpage 2 and the current number of employees; 3) if small firm; 4) affiliate information:parent company, joint venture partners, and potential teaming partners; 5) number ofyears in business; 6) list of customers covering the past five years (highlight relevantwork performed, contract numbers, contract type, dollar value of each procurement; and 7)Customer points of contact including their name, title, address, e-mail address, faxnumber, and telephone number.
