________________________________________ Squadron Data Simulator (SDS) Replacement Program ________________________________________ General Information Document Type: Sources Sought Synopsis Posted Date: 9 March 2010 Category: Guided Missiles Test Support Equipment Contracting Office Address Department of the Air Force, Air Force Materiel Command, Air Force Nuclear Weapon Center, 526 ICBMSG/PKA 6014 Dogwood Ave (Bldg 1258), Hill AFB, UT, 84056-5816 Description This announcement constitutes a sources sought synopsis for purposes of conducting market research. The Government intends to establish a new contract for the replacement of the Minuteman III (MMIII) Intercontinental Ballistic Missile (ICBM) Squadron Data Simulator (SDS) located at the Strategic Missile Integration Complex at Hill Air Force Base, Utah. The equipment to be replaced is: Hardware: 12 each SDS units, VME based Computer system housed in 19" rack, Software: Approximately 109,000 lines of code The Air Force is in the process of preparing a Justification and Approval document to gain the required approval to issue a sole source request for proposal to The Boeing Co (Ogden Utah site). Statutory authority is 10 USC 2304(c)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or service will satisfy agency requirements. The proposed contract action is for the replacement of the SDS hardware and software (containing 109000 lines of code) for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302-1: Only one responsible source. The Boeing Company (Ogden Utah site) is considered the only organization that has the requisite skills, capabilities, system expertise, and resources to accomplish the required replacement of the SDS. Subject to the Government's consideration, a viable source, not already qualified to provide the requisite services should submit a concise and program specific response presenting sufficient information to substantiate that they have demonstrated: (1) They possess the necessary Minuteman III missile system knowledge and understanding of ICBM weapon system requirements. (2) They have minimum of 5 years experience in the current Minuteman III A M missile system. (3) They have experience developing and producing complex hardware and software programs similar in magnitude to this task and have the equipment and logistical support to appropriately fulfill all requirements pertinent to replacing the SDS. (4) They have trained employees with satisfactory qualifications and background which includes the operation of the Minuteman III Rapid Execution and Combat Targeting (REACT) console and are familiar with Hardened Inter-site Cable System (HICS) message traffic (LCC command messages, LF responses, etc.). This notice of intent is not a request for competitive proposals. The Air Force will not pay for either the effort or the associated costs to respond, or for any information provided. A Determination by the Government not to compete this proposed contract based upon responses to information received will be normally considered solely for the purpose of determining whether to conduct a competitive procurement.
