Description
Replace AHU Building 3Stratton VA Medical Center The Samuel S. Stratton VA Medical Center (hereafter "The VA" or "VA"), located at 113 Holland Ave., Albany NY 12208, intends to release a competitive Invitation for Bid (IFB) numbered VA-528-10-RA-0098, for a project entitled "Replace AHU Building 3" on or about the week of March 29, 2010. Unless additional notice is given or this notice is modified, the full IFB will be posted to the Government-wide Point of Entry (www.fbo.gov). The current intention of the VA is to procure these services competitively via a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. The applicable NAICS code will be 238220, with an applicable small business size standard of $14 Million. The estimated construction value of this project falls within the range of $1,000,000 and $5,000,000. Bid, performance and payment bonding will be required to respond to this IFB once released. This is a pre-solicitation notice synopsizing an upcoming competitive solicitation to satisfy the requirements of FAR 5.201 and 5.203. The work to be performed for the project includes, but is not limited to, the following: Replace two air handling units in a three-story building on the medical center's campus. The top floor of the building is an active research facility. One of the air handling units is located in a rooftop-level mechanical room. The other unit is located in the building's basement and must be replaced with a rooftop unit. The work includes the replacing AHUs, all ductwork and associated equipment, including the connections to the DDC facility automation system, reheats, controls, piping and electrical systems. New ventilation must be provided to the water heater room in the basement. The building contains asbestos spray-on fireproofing above the ceilings around the existing ductwork that must be abated as part of this project. All work performed in this project must be phased to accommodate continuing research functions, and specific pressure and temperature conditions must be maintained for the working sections of the research facility. The contract resulting from this IFB will be funded with dollars appropriated under the American Recovery and Reinvestment Act of 2009. The solicitation will contain certain special clauses and provisions which are not a standard part of VA Construction Contracts. The Contracting Officer will not be able to answer any questions to this notice until an Invitation for Bids is issued and only by Request for Information (RFI's)
