Description
Tegam, Inc is the only known contractor that can provide this specific standards of calibration. NAVAIR-AD intends to negotiate solely with Tegam with an anticipated award date of March 22nd and delivery date of April 09, 2010 to MCAS Beaufort, SC. All responsible sources may submit a capabilities statement, which shall be considered by the agency. The Government solely for the purpose of determining whether to initiate a competitive procurement will consider all capabilities statements received. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment. The Government reserves the right to process the procurement on a sole source basis for the brand specific item based upon the Reponses received. The Government will not pay for any information received. Inspection and Acceptance shall be at destination. Offertory must be registered in the Central Contractor Registration (CCR) database prior to submissions of an offer to be considered for award of any DOD Contract. This may be accomplished electronically at http://www.ccr.gov/vendor.cfm. Statement of Work APN7-10 Requirement D14111 – RES/IMPED CALSTDS The use of NAVAIR METCAL equipment funding is to procure Calibration Standards (CALSTDs) and ancillary equipment for Aviation Fleet Intermediate Calibration Activities, Fleet Training Activities and Aviation Navy Calibration Laboratories (NCLs) to support Aviation Organizational and Intermediate (I) level maintenance assets. All Cal Standards listed for procurement must first go through an approval process. This process includes: initial submission by the fleet; review and prioritization by the Fleet TYCOM’s; laboratory workload justification and standardization review by a NAVAIR METCAL technical review team; overall procurement strategy review to assess overall program objectives, priorities and funding. This procurement is for Model DSRB-5CDA-4 Decade Synchro/Resolver Bridge w/ANSI/Z540 NIST Traceable Certificate and Test Data qty 1 and 253 LCR Meter 1 KHz Autoranging qty 7 each made by Tegam. The DSRB-5CDA-4 Decade Synchro/Resolver Bridge combines the functions of a decade synchro bridge and a decade resolver bridge into a single unit. A front panel switch changes the unit from one mode of operation to the other. The units are designed for testing control transmitters, differentials (rotors), and torque transmitters as components or for simulating an incremental control transformer in a servo loop. The procurement of the bridges is to replace broken or damaged units that are no longer reliable due to aging interior components. This was discovered during a recent inventory performed by a METCAL team checking site calibration capabilities. The DSRB5CDA4 supports 21 Instrument Calibration Procedures (ICP’s) and 6 phase packages, which include AV8B and EA6B’s. 253 LCR Meter test frequency DC to 1 KHz range. The voltage and current levels are at constant by an internal amplitude control circuit. Measurement Rate: Four per second; one second is required for first reading after connecting unknown to terminals. Measurement Display: 3-1/2 digit LED with decimal point blanked for overload conditions. The unit of measurement being displayed, by the LED readout is indicated by front panel LED lamps used in conjunction with the desired function button and the front panel range switch or autoranging mode. External Bias: Rear panel terminals included for connection of external supply 0V to 50VDC, 0.1A maximum. Static Charge Protection: Diode and resistor discharge network. Outputs: Analog signals of 1V per 1,000 counts, 1kΩ source resistance is available at rear panel. Power Requirements: 100 to 125V or 200 to 250V, 50/60Hz.1-2. These units support RES/IMPED CALSTD deployed on (CV and CVN ships) in support of the Accuracy and Certification for Torque Tools.
