- THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 under Simplified Acquisition procedures in Subpart 13.5 as supplemental with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is RFQ169878 and is being issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-38. This acquisition will be processed under Simplified Acquisition Procedures. The associated North American Industry Classification System (NAICS) Code is 561110. Background The Office of Clinical Research Training and Medical Education (OCRTME) support several programs and events for medical/dental students. One of the major programs supported by the OCRTME is the Clinical Research Training Program (CRTP). The CRTP is a year-long program that accepts up to 30 medical/dental students annually. Participants, known as fellows, spend a year engaged in a mentored clinical or translational research project on the National Institutes of Health Bethesda Campus. The CRTP is a residential program. Furnished apartments are provided to all students participating in the program, and all participants are expected to live in the assigned residential housing. The CRTP apartments are currently located in two separate buildings adjacent to the National Institutes of Health campus in Bethesda, Maryland. There are currently 16 units occupied by CRTP fellows. CRTP fellows have been living in these or similar apartments since 1998. The OCRTME is in need of administrative and logistical support for the residential component of the CRTP program. Requirement Administrative and logistical support for the residential component of the CRTP. Scope Administrative and logistical support tasks related to the residential component of the CRTP. The tasks include, but are not limited to, the following: •Housekeeping Oversight Contractor is responsible for overseeing housekeeping tasks performed by cleaning company in the CRTP apartments. This would consist of hi-low dusting of all horizontal and vertical surfaces, thorough sanitation of bathrooms, deep cleaning of kitchen, bedrooms, living rooms, closets, balconies and carpet care for all area rugs and room carpets. The units occupied by CRTP fellows are one-bedroom and two-bedroom apartments. The two-bedroom apartments are shared by two CRTP fellows. The one-bedroom apartments are leased by fellows in the program who are married and/or have families. Most of the units utilized for CRTP have two-bathrooms. The contractor would also be responsible for providing a tracking log to CRTP administrative staff that indicates what was cleaned, when and by whom. •Furniture Installation, Arrangement, Disposal and Inventory Tracking The contractor would be responsible for unlocking apartment doors in order to receive furniture and appliances from different companies and securing apartment back up. The contractor would also oversee furniture assembly builders when they are building and installing new furniture. At times the contractor may be asked to re-arrange/ lift furniture and discard any miscellaneous items left in the apartments. In addition, the contractor would assist with walk-through procedures for arriving and departing students. The contractor is responsible for tracking excess furniture and inventory. •Provide other services at CRTP housing sites and/or apartment units as requested. Deliverables The contractor is required to provide service at CRTP housing sites and/or apartment units as requested. The contractor is required to provide a tracking document to CRTP administrators on a bi-monthly basis. This document must include a log of the services rendered and a time sheet. Contractor Requirements The contractor is required to have a valid driver’s license and must be able to report to the housing sites within 24 hours of being notified that service is required. The contractor is required to have a functional cell phone that can be used to make outgoing and receive incoming calls from CRTP administrators and CRTP fellows. The contractor must register with the Central Contract Registration when doing business with the government. To register go to www.bpn.gov/ccr. Service Hours and Peak Periods Monday-Friday 8:00am -5:00pm Peak months: June, July, August and September. Payments Payments will be based on number of hours worked during a two week period. Invoices Contractor to submit invoice of services rendered in writing to the following address in a timely fashion in order to receive payment for services rendered: National Institutes of Health Commercial Accounts 2115 E. Jefferson Street MSC 8500, Suite 4B-432 Bethesda, MD 20892 And an additional copy will be sent to the addresses stated on the purchase order. Period of Performance April 1, 2010 –March 31, 2011 Personal & Work Experience The contractor should provide brief narrative description about themselves. The contractor should provide a resume which includes past and recent training (if any) and experience. The contractor should provide personal and professional character references and have a proven record of dependability and trust-worthiness. Parties responding to this solicitation may submit their offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc) but must include the following information: 1) company’s complete mailing and remittance addresses 2) discounts for prompt payment if applicable; 3) Dun & Bradstreet number; 4) Taxpayer ID number; 5) Catalog or Published Price Listing applicable to the service; 6) Offerors must meet specifications as noted in the synopsis. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications/Commercial Items with their offer. Note: Contractor must be registered with the Central Contractor Registration (www.ccr.gov). The Government intends to make a single award based on the lowest price technical accepted offeror to the eligible, responsible offeror whose offer conforms to the solicitation, and is the most advantageous to the Government. The Government reserves the right to make an award to that offeror whose quotation provides the best overall value to the Government. Interested offerors may submit proposals electronically only within 15 days from the posting of this notice no later than _3/24/2010 Eastern Standard Time 5:00 p.m. Companies that sent in proposal may do so again. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications/Commercial Items with their offer. Note: Contractor must be registered with the Central Contractor Registration (www.ccr.gov). The Government intends to make a single award based on best value to the Government, technical and price factors considered. The anticipated award date for this requirement shall be on or before _4/1/2010.
