Description
The following is a brief description of the services required. The full/complete Performance Work Statement will be posted at a later date, if necessary. THIS IS MERELY MARKET RESEARCH TO OBTAIN PROBABLE SOURCES CAPABLE OF PROVIDING THE REQUIRED SERVICES. Complete Service - Outbound (HHGs). Services shall include a premove survey, servicing of appliances, disassembly of furniture, if required, packaging, inventorying, tagging, wrapping, padding, packing and bracing of household goods in Government-owned and furnished shipping containers (Commercial Specifications ATSM-D4169-01 or SDDC Pam 55-12) at the owner's residence or the contractor's facility, properly securing and sealing for shipment, weighing, obliterating old markings, marking, strapping, and drayage of the container within the area(s) of performance. Service shall also include loading of shipments on line-haul carrier's equipment at the contractor's facility. When containers will not accommodate all articles of any one lot, loose articles shall be packed in the said containers before any over-packed articles are placed therein. Overflow, oversize and other shipments will be ordered under Item 0003 of this schedule. The letters NR appearing in the Est. Annual Qty columns of the Schedule mean NO REQUIREMENT. The acronym NCWT means net hundred weight and GCWT means gross hundred weight. Outbound (HHGs From Non-Temporary Storage). Service shall be the same as above except that household goods shall be picked up at a nontemporary storage facility and transported to the contractor's facility, or household goods shall be delivered to the contractor's facility. A premove survey, servicing of appliances, preliminary packing and accessorial services shall not be provided. Complete Service-Outbound (HHGs-Overflow Articles and HHGs Shipments requiring other than PPP-B-580D or SDDC Pam. 55-12 Containers). Service shall be the same as above except that the loose articles are drayed to the contractor's facility when ordered by the Government for containerization in Government-furnished or contractor-furnished containers. Complete Service - Outbound (Unaccompanied Baggage). Service shall include packaging, inventorying, packing in Government approved containers, weighing, strapping, obliteration of old markings, marking, and loading shipments on the line-haul carrier's equipment. Service shall be performed at the owner's residence or at the contractor's facility as ordered by the Government. Complete Service - Outbound (Unaccompanied Baggage from Nontemporary Storage). Service shall be the same as Outbound services above except that unaccompanied baggage shall be picked up at a nontemporary storage facility and transported to contractor's facility, or shall be delivered to the contractor's facility. Servicing of appliances, preliminary packing and accessorial services shall not be provided. Outbound Service - Unaccompanied Baggage Packed by Owner. Service shall include weighing, strapping, banding, obliterating old markings, and marking. Service may include (when necessary) containerization in outer shipping containers when ordered by the Government. Outbound Service - Unaccompanied Baggage Packed By Owner - Consolidated Shipments/Government Facility. Service shall be the same as item above except that service shall include two or more shipments picked up from a Government office, warehouse or facility. Expensive and Valuable Items. Service shall include inventorying each item, packing in Government-approved, contractor-furnished container(s), marking, banding and cubing at the owner's residence. Drayage if required, will be ordered by the Government. If drayage is required, weighing shall be done on properly certified scales and a certified weight ticket shall be furnished. If drayage is not required, weighing shall be done at the owner's residence on portable or bathroom scales. In jurisdictions where local law prohibits the certification of portable scales, a weight certificate will not be required. Upon the written authorization of the Government, the Contractor may apply a constructive weight of 11 pounds per gross cubic foot of the container used. Storage. Storage of containerized articles shall be furnished when ordered by the Government. Charges shall not commence earlier than the sixth (6th) workday following the date of the ordering activity's receipt of notification of containerization service. Storage charges apply for each 30-day period or fraction thereof. Date of release from storage shall not be considered in computation of storage charges. Containers. Service shall consist of the furnishing of the following types of new containers or specially constructed wooden crates. Containers furnished or specially constructed shall be assembled and ready for loading. When a specific container from the SDDC Pam. 55-12 is ordered, the order will indicate the appropriate SDDC approval number. Remarking of Shipments for Reconsignment. Service shall consist of obliteration of all old markings and stenciling of necessary information on loaded shipping containers scheduled for reconsignment and loading on the hauling carrier's vehicle. Coopering. Service shall consist of the repair of containers not to exceed 30% of the total area of shipping container, or at a cost to repair that will not exceed 50% of the container replacement cost. Minor repairs such as replacement of bolts, nails and bands shall be accomplished at no expense to the Government. Assembly/Disassembly of Government-Owned Containers. Service shall consist of assembly/disassembly of Government-owned containers. Prior to assembly component parts will be furnished by the Government. If disassembly is ordered the contractor shall disassemble Government-owned containers, and component parts shall be put into a cloth bag and attached to the container. Knocked down container sections shall be banded. Drayage Beyond the Contract Area of Performance. Service shall consist of drayage of packed shipments beyond the contract area of performance, not to exceed __50__ miles. Mileage shall be computed on the shortest highway distance commencing with the applicable point of pickup to the outer boundary of the contract area of performance. Attempted Pickup. When the initial attempt to pickup a shipment at the owner's residence is unsuccessful, charges apply provided the contractor notifies the ordering activity via telephone and provided that after the contractor's notification the ordering activity; cannot locate the owner within 30 minutes, cannot have the owner at the residence within one hour, and the contractor leaves a notice of attempted pickup at the residence. Complete Service - Inbound (HHGs). Service shall include: unloading from the delivering carrier's vehicle, handling into the contractor's facility, drayage to the owner's residence, decontainerization, unpacking of household goods, placing goods in appropriate rooms as directed by owner, unservicing appliances, assembly of any disassembled articles, removing shipping containers, barrels, boxes/crates and debris from the owner's residence, and drayage of empty containers to Contractor's or Government facility. Complete Service - Inbound (HHGs). Service shall be same as above except that drayage of the shipment to the owner's residence is not required. Complete Service Inbound (HHGs). Service shall be the same as above except removal of items from the outer container shall be at the contractor's facility and articles shall be drayed to the owner's residence. Inbound Service - Contractor Facility (HHGs). Service shall include; unloading from the delivering carrier's vehicle into the contractor's facility, removal of items from the outer shipping container(s) at the contractor's facility, and delivery of articles to the owner, motor van carrier, or commercial nontemporary storage containers at the contractor's facility. Complete Service - Expensive and Valuable Items. Service shall include; unloading from the delivering carrier's vehicle, handling into the contractor's facility, decontainerization and unpacking of containers at the owner's residence, and removal of shipping containers and debris from the residence. Complete Service - Inbound (Unaccompanied Baggage). Service shall include; unloading from the delivering carrier's vehicle, handling into the contractor's facility, drayage of unaccompanied baggage containers to the owner's residence, unpacking of containers, reassembly of articles, and removal of all shipping containers and debris from the residence. Complete Service - Inbound (Unaccompanied Baggage). Service shall be same as above except that drayage to the owner's residence is not required. Inbound Service - Contractor Facility (Unaccompanied Baggage). Service shall be the same as above except that service shall also include removal of unaccompanied baggage from outer shipping containers for pickup by the owner, or release to a motor carrier or other contractor, at the contractor's facility. Attempted Delivery. When the initial attempt to deliver a shipment to the owner's residence is unsuccessful, charges apply provided the contractor notifies the ordering activity via telephone and provided that after the contractor's notification the ordering activity cannot; locate the owner within 30 minutes, cannot have the owner at the residence within one hour after notification, and the Contractor leaves a notice of attempted delivery at the residence. Reweighing. Service shall consist of weighing the loaded containers prior to delivery and weighing the empty containers after delivery. Drayage Beyond the Contract Area of Performance. Service shall consist of drayage of packed shipments beyond the contract area of performance not to exceed __150__ miles. Mileage shall be computed on the shortest highway distance commencing with the applicable point of departure from the outer boundary of the contract area of performance to the destination point. Partial Withdrawal. Service shall be the same as above except a partial removal of the items from the outer container shall be performed at the contractor's facility. Articles not removed from the shipment shall remain at the contractor's facility.
