- Request for Proposals (RFP) For Bold Quest 11Fires on Dismounts Combat ID Date: 3 March 2010 Contact: RDECOM, CERDEC, Intelligence and Information Warfare Directorate (I2WD), Bldg. 600, Fort Monmouth, NJ, 07703, ATTN: RDER-IWR-CI, Marge Muller, email: Marjorie.muller@us.army.mil. Synopsis: Request For Proposal (RFP) for Bold Quest 11 Fires on Dismounts Combat ID Description: The purpose of this announcement is to request proposals for a preliminary design effort along with an option to develop prototypes. This effort will be incrementally funded thru Preliminary Design Review (PDR) with an option, that will be exercised at the government's discretion, to proceed beyond PDR to prototype development. The initial base effort will conclude with a PDR, at which time the government will decide whether to exercise the option for the additional design and prototype fabrication. This accelerated prototype development must be completed in time for participation in Bold Quest 11 in June 2011. The government may consider awarding multiple contracts. Proposals should be submitted against the BAA Solicitation No., W15P7T-09-R-S152, Combat ID Sub-topic 1 Cooperative Target Identification. Award is not guaranteed and the Government does not intend to pay for information received. The evaluation criteria for a. Scientific and Technical Quality as stated in the BAA, which is most important, has been modified for this procurement as follows: a. Scientific and Technical Quality: The scientific and technical quality of the proposal with respect to the Performance Work Statement (PWS) of Fires on Dismounts with special emphasis on its innovation and originality. Subfactors that will be considered are feasibility of approach, performance, and completeness. -Feasibility of approach is defined as the degree with which the offeror's proposal, methods and approach meets the requirements of paragraph 3.0 of the PWS. The approach to meeting program milestones and schedule will be assessed. The extent of which the offeror identifies programmatic and technical risk areas and the approach to mitigate these to ensure a successful program, shall be considered. -Performance is defined as the extent of which the proposed performance meets program performance requirements of Paragraph 3.0 of the PWS and provides an operationally relevant system. Proposed performance should be substantiated with a design concept and appropriate analysis and/or test data. -Completeness is defined as the extent to which requirements of PWS have been considered, defined, satisfied, and integrated into the offeror's overall approach. Each proposal will be evaluated strictly in accordance with its written content. The referenced documents are FOUO with Distribution D. The technical portion of the proposals shall be limited to 40 pages. Please submit (unclassified only) electronically to IBOP and Marjorie.muller@us.army.mil. If you choose to submit proprietary information, mark it accordingly. Classified information will be accepted by mail only, but please mark it accordingly and send it via proper channels.
