Description
In accordance with FAR Part 12 and in conjunction with FAR Part 15, the U.S. Army RDECOM Contracting Center, Natick Contracting Division has a requirement for the production of the Army Combat Shirt (ACS). This acquisition is 100% Set-Aside for 8A qualified businesses. The Government intends to award a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) type contract with one (1), three (3) year ordering period. The Government has a preference for multiple awards. The Government may award several, one or none as a result of this solicitation. The guaranteed minimum quantity for the program is 120,000 shirts; the program maximum quantity is 500,000 shirts. The individual contract minimums/maximums will be established based on best value analysis to the Government at time of award. The maximum quantity of all contracts combined will not exceed 500,000 shirts. The ACS will supplement current Army issue. The ACS will maintain or increase the level of Fire Resistant (FR) protection while reducing weight and bulk, improving comfort and therefore increasing user acceptance. The ACS will provide increased moisture management capability over the FR Army Combat Uniform. The ACS will be compatible with all individual Soldier tactics, techniques, procedures, and individual equipment. The ACS is designed to be worn with the Improved Outer Tactical Vest (IOTV). The North American Industry Classification code is 315299. The size standard is 500 employees. The Request for Proposal will be posted on the Natick Contracting Centers website; www3.natick.army.mil, on or about 12 April 2010.
