- Description
- The Naval Air Systems Command Aircraft Division (NAVAIR-AD), Patuxent River, Maryland has a requirement for: Sustainment Engineering support for Legacy Transport Aircraft Structures Via Improvements in the FASTRAN Crack-Closure Based Life-Prediction. The requirement is to provide NAVAIR AIR 4.3.3 (Structures) with scientific analysis and engineering support to extend the life of legacy transport aircraft fo th US Navy eventually enabling informed decisions to be made on Air Vehicle structure systems. The contractor shall: Modify and improve FASTRAN crack-closure based life prediction code based on AIR 4.3.3 recommendations and engineering community feedback; Provide scientic studies, and perform testing, structural analysis, software development as directed by AIR 4.3.3.2; Attend Navy/Contractor technical meetings related to program evaluation as required. Period of Performance (POP) expected to be completed in 12 months from date of award; however the total POP is not to exceed Prime contract end date. Mississippi State University (MSU) is the only known source with this proprietary information. NAVAIR-AD intends to negotiate solely with MSU for the support requirements with an anticipated award date of March 22, 2010 and an estimated delivery date of April 20, 2010 to NAVAIR Patuxent River, MD. All responsible sources may submit a capabilities statement, which shall be considered by the agency. The Government solely for the purpose of determining whether to initiate a competitive procurement will consider all capabilities statements received. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment. The Government reserves the right to process the procurement on a sole source basis for the brand specific item based upon the responses received. The Government will not pay for any information received. Inspection and Acceptance shall be at destination. Offerors must be registered in the Central Contractor Registration (CCR) database prior to submission of an offer to be considered for award of any DOD contract. This may be accomplished electronically at http://www.ccr.gov/vendor.cfm. Deliverables: Monthly status report due to Prime by 5th of the month following month of work performed and FINAL report due at completion of assigned tasking or end of contract (whichever comes first). Specific schedule and expected travel will be directed after award.
