Description
THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROGRAM. THIS IS NOT A REQUEST FOR PROPOSALS. The Centers for Disease Control and Prevention (CDC), National Center For Chronic Disease Prevention and Health Promotion (NCCDPHP), Division of Adult and Community Health (DACH), intends to make a direct contract award to an 8a Minority or Woman Owned Business in accordance with FAR Subpart 19.8-Contracting with the Small Business Administration (The 8(a) Program). This is an ARRA funded project, Communities Putting Prevention to Work (CPPW) - ARRA Funded Community Surveillance Programming and Reporting, Behavioral Risk Factor Surveillance System (BRFSS). The purpose of the contract is to provide statistically valid surveillance reports, weighted datasets, and replicable statistical programs on procedures, programs and policies related to chronic disease risk factor surveillance in local communities. All activities under the proposed contract will be directed at improving efficiency for data processing, the production of reports, tabulations and other data outputs for (BRFSS) American Recovery and Reinvestment Act of 2009 (ARRA) community specific projects. The purpose of the work is to provide the funded communities with accurate, timely and valid data upon which to evaluate program implementation efforts. This data will enable CDC, their contractors performing work under Communities Putting Prevention to Work (CPPW) Initiative and the funded communities to fulfill their reporting responsibilities under the ARRA requirements. The contractor shall provide all labor, equipment, materials, supplies and perform all work required to continually update previous programming to ensure compatibility with current BRFSS data collection, weighting, cleaning, processing, reporting and documentation protocols. The contractor shall process in-depth knowledge of SAS language including a broad range of experience with procedures "PROCs" for statistical analysis, application and systems development using SAS/AF, SAS/FSP, and SAS/SCL, micro programming, report generation and report writing. Proven experience in SAS version 8.2 or higher on multiple operating systems including IBM mainframes running MVS/JES2 and TSO, and PC/SAS for windows. Additionally, contractor should possess knowledge and understanding of Internet protocols including IP, IPX, and TCP as well as using a variety of Windows-based presentation, graphic, and word processing software. The contractor should also possess knowledge of formal software application development and project management techniques including system requirements, design documentation, quality assurance, benchmark testing, system implementation/acceptance, and maintenance. The following tasks will be performed by the contractor: 1) Shall meet with Contracting Officer's Technical Representative (COTR) and the technical monitors of NCCDPHP/ DACH within two weeks following award to discuss specific project requirements, timelines, and related issues regarding the compilation of information from the funded communities to begin re-calibrating the PRISM model. Within one week following the initial meeting the Contractor shall prepare a brief (3-5 pages) draft memorandum summarizing the discussions, including any decisions reached during the post-award meeting for review and approval of the COTR. This memorandum shall be finalized not later than 1 week following the submission of the draft memorandum and shall be submitted along with a draft work plan of contractor activities. 2) The contractor shall inventory existing BRFSS processing programs, reports and documentation. 3) The contractor shall update the previous programming changes to insure compatibility with current BRFSS data collection, weighting, cleaning, processing, reporting and documentation protocols. 4) The contractor shall produce statistically valid reports, weighted datasets and replicable statistical programs for use CDC and the community-based public health programs. Weighted dataset shall be inclusive of all community collected variables from ARRA BRFSS Survey Instrument. Prevalence reports shall be on selected calculated and defined variables as specified by the COTR. At present, the specific quantity and frequency of these reports cannot be determined. 5) The contractor shall provide expert consultation to funded community and CDC personnel and shall maintain a log of all consultations and the outcomes. The contractor shall provide quarterly updates of the log to the Contracting Officer's Technical Representative. 6) The contractor shall comply with all ARRA Reporting Requirements and shall prepare and submit quarterly reports required at www.FederalReporting.gov. The above tasks will be worked on under the technical direction of CDC COTR who will provide guidance on assignments, priorities, and standards.
