Description: THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROJECT. Federal Financial System Project Number: R8AA. Treasury Account Symbol: 14-1613. The U.S. Fish and Wildlife Service, Division of Contracting and General Services, Region 8 office in Portland, Oregon has a requirement for all management, supervision, labor, equipment, materials, supplies and incidentals necessary to construct the following Leadership in Energy & Environmental Design (LEED) Certified structures in Chula Vista, CA (San Diego County): Administrative Headquarters (including Visitor Contact Station) and Service Building. The proposed Administrative Headquarters/Visitor Contact Station is a single story office building that will contain the SDNWRC offices, Refuge staff offices, visitor contact area; the building will be approximately 5200 square feet. The Service Building will be constructed separately on the same site approximately 500' southwest of the Headquarters building. This building will support Law Enforcement, Biological wildlife functions, storage, and repair and maintenance. Building is single story of approximately 2350 square feet. Request for Proposals (RFP) number 80181RR220, including all attachments will be posted on www.fbo.gov (FedBizOpps) on or about April 12, 2010. Proposals will be due not less than 30 days from the actual issuance date of the RFP. Drawings and specifications for this project will be accessible at no cost via a web site listed in the solicitation package (section J). The site visit for this project is anticipated to be on April 20, 2010 but is subject to change. Please refer to the solicitation for the exact date and time. The estimated contract performance period is 365 calendar days from issuance of the notice to proceed. Significant work (including mobilization) must commence prior to June 30, 2010-a clear definition of significant work will be provided in the RFP. In accordance with FAR Part 36.204(f) the project magnitude is between $1,000,000 and $5,000,000. This opportunity is unrestricted and will be available to all business sizes; large and small. Award shall be made pursuant to the Small Business Competitiveness Demonstration Program, FAR Subpart 19.10. The primary North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction. The small business size standard is $33.5 million. Offers from Hub Zone small business concerns will receive a price evaluation preference per FAR 19.13. FAR Clause 52.219-4 Notice of Price Evaluation Preference for Hub Zone Small Business Concerns shall apply. All evaluation factors for award shall be clearly stated in the solicitation.
