Description
THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROCUREMENT. The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered AG-0489-S-10-0367 on or about March 23, 2010, for the RECOVERY Walla Walla Trail Bridges project. If the solicitation is released, it will be released through this FedBizOpps website, and prospective bidders should visit this FedBizOpps website from time to time on or after March 23, 2010 to obtain a copy of the solicitation. This notice meets the requirements of FAR 5.201. However, the Forest Service reserves the right not to release a solicitation. PROJECT DESCRIPTION. The intent and purpose of this contract is the procurement and installation of the Bear Creek Bridge Replacement (Base Bid Item) - The Contractor shall furnish all necessary labor, materials, equipment, transportation and supervision to procure and install the Bear Creek Bridge on Trail Number 3225. Work includes, but is not limited to the minor site preparation and installation of a new, untreated bridge at the designated site and reshaping the approaches to blend with the finished bridge elevation. The old bridge has been removed and the site is accessible for installation. NF Walla Walla Bridge Replacement (Option Item) - The Contractor shall furnish all necessary labor, materials, equipment, transportation and supervision to remove the existing NF Walla Walla River Bridge on Trail Number 3222, procure and install a new untreated bridge. Work includes, but is not limited to the minor site preparation after removal of the existing bridge, and installation of a new, untreated bridge at the designated site and reshaping the approaches to blend with the finished bridge elevation. The Government estimate is between $100,000 and $250,000 (Base and Option Item). PROJECT LOCATION. The Bear Creek Bridge Replacement: the project is located on the Walla Walla Ranger District of the Umatilla National Forest. Take Washington Highway 125 South from Walla Walla, WA toward Milton-Freewater, OR. Washington Highway 125 becomes Oregon Highway 11 at the stateline. At the south end of Milton-Freewater, turn left and follow the Walla Walla River Road to Harris County Park, approximately 11 miles. Approximately 0.75 beyond Harris county Park is the BLM SF Walla Walla River Trailhead and the beginning of Trail # 3225, SF Walla Walla Trail. Follow the trail approximately 4.2 miles upstream (motorcycle, foot, mtn. bike, horse only) to the Junction of Trail # 3223 Table Sprs.-Bear Cr. The Bear Creek bridge replacement site is visible from the junction. The NF Walla Walla Bridge Replacement is located as follows. There are two ways to access the NF Walla Walla Bridge Replacement site. Take Trail # 3223 from the jct. with Trail #3225 for approximately 2.3 miles to Cub Saddle. Follow Trail #3222 North out of the saddle for approximately 3.9 miles to the site. Alternatively, take the Mill Creek Road from the East end of Walla Walla approximately 14 miles to FSR 65, Tiger Canyon Road. Turn right and follow FSR 65 approximately 7.5 miles to Tiger Saddle and the jct. with FSR 6511. Turn right and follow FSR 6511 approximately 2 miles to the jct. with Trail # 3224 on the left. Follow Trail #3224 downhill to the jct. with Trail # 3222, and turn right. Follow Trail # 3222 down canyon to the NF Walla Walla Bridge site. PARTICIPATION. This project is being issued under the Small Business Competitiveness Demonstration Program (FAR 19.10) which allows for Full and Open Competition. FOR MORE INFORMATION.
