Description

Department of the Navy United States Fleet and Industrial Supply Center (FISC), San Diego. This synopsis is for information and planning purposes only. It does not constitute an IFB or RFP, and is not to be construed as a commitment by the Government. No costs will be paid for any costs incurred or assumed in response to this pre-solicitation notice. This is a synopsis of a proposed contract action as required by FAR 5.2. FISC San Diego intends to issue a Request for Proposal (RFP) for a research and development (R&D) contract for the development of a High Energy Laser (HEL) test bed optical telescope. The Government intends to make a single award as a result of source selection. The expected RFP release date will be on or about late March or early April of 2010. The contract type anticipated by the Government is firm fixed price (FFP) and will seek to build a 30 centimeter (clear aperature), on-axis, reflective telescope to be employed on a HEL testbed. Offerors must have an acceptable cost accounting system as determined by the Defense Contract Management or Audit Agencies (DCMA/DCAA). Proof of this will be required at the time of proposal submission. The contract will be 100% Small Business Set-Aside. The anticipated period of performance is approximately one year from time of contract award, with no option years. The proposed North American Industry Classification System (NAICS) code for this acquisition is 332721, with a small business standard size of 500 employees. Potential offerors should monitor FEDBIZOPPS and NECO for the official release of the RFP package.
